About the Company
The main activities of the Grad Institute of Territorial Planning (ITP Grad) are urban planning design, development, implementation, regulatory, organizational and technological support of IT systems for managing urban development of the territory (IAS UGRT), expert assessment of projects, methodological and scientific activities in the field of territory development management and urban planning.
Since its inception in 2003, Grad ITP has developed more than 2,000 urban planning projects for state and municipal customers in more than 40 regions of Russia.

2013: FAS will fine a company that knocked down the price of an IT tender 1.5 million times
At the end of April 2013, the Arbitration Court of the Yamalo-Nenets Autonomous Okrug refused to satisfy the requirements of the Grad Institute for Territorial Planning (ITP Grad), which tried to challenge the earlier decision of the local OFAS to bring it to administrative responsibility and impose a fine of 100 thousand rubles.
The antimonopolists made the decision to fine ITP Grad due to the fact that at the tender for the introduction of a prototype of a two-level automated system for managing urban development of the territories of the Yamal-Nenets Autonomous Okrug, the company submitted an application with a price of 1 rubles. while the maximum price of these works was 1.5 million rubles.
The complaint to the FAS in this regard was filed by the second tender participant - the company "SeaSoft" - which considered such a radical price reduction to be unfair competition. According to the company, the cost of work that was the subject of the tender cannot be 1 ruble, and the goal pursued by ITP Grad was to oust a competitor.
"In fact, the proposal of ITP Grad should be regarded as an offer to make a gift or donation, which does not require the passage of such a complex and costly procedure as participation in the auction," excerpts from the complaint of SiSoft to the local OFAS in the April court decision. "Consequently, taking part in the open competition under consideration, ITP Grad did not pursue the goal of achieving victory in it in fair competition."
OFAS of the Yamal-Nenets Autonomous Okrug agreed with the arguments of SiSoft, recognized ITP Grad as violating antimonopoly laws and ordered the company to be brought to administrative responsibility.
The court also agreed with the opinion of the antimonopolists. According to him, "formed on the basis of a comprehensive study of the circumstances of the case," in the actions of ITP "Grad" with participation in the competition for the right to conclude a state contract there are signs of unfair competition, the court decision says.
It is worth noting that cases of participation in tenders with applications worth 1 ruble took place earlier, but the FAS did not conduct proceedings on this matter. For example, in 2012, a contract worth 1 ruble for the creation of electronic medical cards was concluded between the Ministry of Health and Rostelecom, as well as between Goznak and the MHIF for the design of a backup data center for the latter.
