Russian state enterprise engaged in research, development and production in the field of state signs. One of the new priority areas of activity is the provision of IT services based on its own data center. Federal State Unitary Enterprise "Goznak" operates on the basis of the Decree of the President of the Russian Federation "On the Federal State Unitary Enterprise" Goznak "of August 26, 2005. Products and Services
The priority area of activity of the Federal State Unitary Enterprise is the production of cash tickets, exchange and commemorative coins, state awards, forms of documents certifying the identity of a citizen of the Russian Federation, state securities, excise, special and postage stamps, special types of protected paper, as well as forms of documents strict accounting and reporting.
Also, the product range of Goznak includes smart cards, GSM cards and telephone cards, various product protection elements, such as paints and holograms.
15% of the global banknote paper market
According to 2018 data, Goznak JSC is one of the largest producers of cash in the world and supplies to 25 countries of four continents. In particular, foreign orders account for about half of the total volume of protected paper produced by Goznak. At the same time, the share of the global market for banknote paper controlled by Goznak, according to experts, is already about 15%, and the banknotes themselves produced by Goznak JSC account for at least 5-7% of the world market.
Data Centers and IT Services
2024: The start of construction in Moscow of a data center with an area of 35 thousand square meters
In the Moscow district of Tsaritsyno, the construction of a new data center with an area of 35 thousand square meters began for the needs of Goznak. Information about the project was published in October 2024 by the Committee on Architecture and Urban Planning of Moscow (Moskomarchitecture).
According to the portal of the mayor of Moscow, for the implementation of the project, changes were made to the rules of land use and development at the address: Delovaya Street, land plot 9. The new data center (DPC) will be built on an area of 1.4 hectares.
Chairman of the Moskomarchitecture Juliana Knyazhevskaya noted that the project provides for the creation of all the necessary infrastructure to ensure high performance and reliability when working with large amounts of data. However, the exact technical characteristics of the future data center have not yet been disclosed.
Goznak already operates a Tier III certified data center in Moscow. This facility with an area of 2420 sq. M has a capacity of 5.2 MW and includes 11 isolated machine rooms with a total capacity of 370 racks. The existing data center is equipped with three security perimeters, including 24-hour paramilitary security, an access control and control system, video surveillance and alarms.
The construction of the new data center of Goznak is part of the general trend in the development of data center infrastructure in Moscow and the Moscow region. Earlier, Moscow Mayor Sergei Sobyanin announced the construction of a complex of two data centers with a total capacity of 100 MW in the Kosino-Ukhtomsky district.[1]
2016-2018
One of the developing priority areas of Goznak's activities is the provision of services in the field of information technology, FSUE said in the tender documentation for the development of a management accounting model in February 2016[2]
The company provides IT services and services according to the IT outsourcing model based on its own data centers.
In 2016-2018, the development of the created technological site took place, including an increase in the volume of services provided. In 2018, the creation of the second major Goznak Data Processing Center began - on the basis of the St. Petersburg Paper Factory.
The portfolio of provided IT services and services includes:

Mobile applications developed by Goznak JSC together with the Bank of Russia, which allow preliminary identification of Russian banknotes using a smartphone camera, have become in demand.
For several years, the company has been developing, among other things, traceability systems for various goods. In 2018, in accordance with the Decree of the Government of the Russian Federation of March 24, 2018 No. 321, Goznak JSC was identified as the operator and developer of an integrated information system in the field of control over the turnover of precious metals and precious stones.
Performance indicators
2023: Profit cut by 13.5% to RUB 7.7 billion
Goznak's net profit at the end of 2023 amounted to 7.7 billion rubles, which is 13.5% less than the profit a year ago (8.89 billion rubles). The head of the company Arkady Trachuk cited such data at the end of April 2024.
We could get more if the export situation was a little simpler. We experienced some difficulties associated with sanctions and other restrictions on our work. This interferes with our export activities in some way. The volume of exports has decreased, but remains quite significant. As of the end of 2023, Goznak has production facilities that allow annually producing 11 thousand tons of protected banknote paper, 7 billion copies of banknotes, 3.5 billion coins, up to 40 million passports, from 30 to 45 million postage stamps (depending on the format of the stamp and printing technology), as well as the required number of federal special, excise stamps and other products. In 2023, the company produced products worth 46 billion rubles.
Goznak said in its report that European equipment suppliers refused to carry out installation and commissioning work on a number of concluded contracts. The company noted that at that time it was impossible to obtain equipment from alternative manufacturers from friendly countries with characteristics that fully meet the requirements of the company. According to Arkady Trachuk, due to the sanctions, the deadline for the implementation of several investment projects has shifted.

2022: Revenue growth by 14.2% to RUB 54 billion
In 2022, Goznak received revenue from the sale of products in the amount of 54 billion rubles against 47.3 billion rubles a year earlier (an increase of 14.2%). Net profit during this time increased by 30.5% - from 6.8 billion to 8.9 billion rubles. Such data were published by the company in March 2023.
According to Interfax, citing materials from Goznak JSC, the bulk of this revenue of the company in 2022 was revenues from the sale of printing products, which increased by 10.1% to 39.5 billion rubles (35.9 billion rubles a year earlier). The growth of this indicator is associated with an increase in orders of the Central Bank (+ 2.4 billion rubles), as well as the Ministry of Internal Affairs and the Ministry of Foreign Affairs (+ 2 billion rubles), while there is a decrease in export orders (-1 billion rubles).
Profit from sales of Goznak JSC in 2022 increased by 27.2% - to 10.2 billion rubles from 8.6 billion rubles in 2021. Gross profit for the reporting period increased by 13.5% - to 18.5 billion rubles.
By March 2023, Goznak JSC is fully owned by the state. The company is engaged in the production of banknotes, exchange and commemorative coins, protected documents, payment cards, ID-documents and driver's licenses, special, excise and postage stamps, protected and general industrial paper grades, works on protective technologies, equipment for processing, control and accounting of protected products, provides services for the processing and storage of personal electronic data. The company is under sanctions from the European Union and Britain.[4]

2023: Goznak will single-handedly develop GIS Electronic Budget
Prime Minister Mikhail Mishustin signed a decree appointing Goznak as the sole executor of the development and operation of the state integrated information management system (GIIS) "Electronic Budget" in 2024-2025. 2022: From making passports to finding missing dogs. How digital services are developing in Goznak
20 years ago, realizing that everything would gradually go into digital, Goznak began to create its own digital future, and now, in addition to internal work in this area, the creation of digital services for the external market has become a big area for the organization. Tatyana Kandelaki, director of digital development at Goznak, spoke about the latter at a speech at TAdviser SummIT on November 29.
Both internal digitalization and external services require infrastructure. 10 years ago, Goznak built its first data center in Moscow, and in 2021 opened a second data center in St. Petersburg. As of the end of 2022, due to the fact that the need for computing power is increasing, the design of the 3rd data center is underway, which is planned to be launched by 2025.
In 2022, Goznak launched its public cloud in pilot mode - Goznak.Cloud, and in 2023 is going to actively develop it. It offers virtual data center services for government and commercial customers.
And two years ago, the organization became the operator and developer of the state information system in the market of precious stones and metals (GIIS DMDK), which allows you to control the entire process - from the moment of production to sale.
Since Goznak produces passports, the organization does a lot of biometrics. It started biometrics with people, and on this basis the Autogate product was created, which has so far been introduced only in Russian Railways in pilot mode.
Having gained experience, Goznak decided to use biometric technologies for animals. From this, a project was born, which is primarily social - a helppet.ru service for finding lost pets by photo. For six months from the launch of the service, about 3 thousand animals were found with its help. While it works to find dogs, but in the future it may spread to cats and other pets.
A separate direction is fintech. As part of the digital transformation in 2021, Goznak bought control in Uniteller, which develops a payment service for retailers and online stores. Now it is developing as part of Goznak.
And another new project is Goznak Investments. One of the investments that is in demand during the crisis is gold coins. Therefore, Goznak offers a service for the sale, redemption and storage of investment coins (Golden and Silver George the Victorious). A platform has been created where you can buy these coins and pick up or store in Goznak. At the same time, Goznak also provides a buyback of coins if the buyer decided to hand them back.
Another digital project that is important for Goznak is a gold-based digital financial asset platform that will allow gold mining companies to sell gold for lending to banks at a lower discount than now, and the end consumer, an investor, will be able to get gold at a bargain price.
The TAdviser SummIT conference, held on November 29, 2022, became one of the largest in the history of its holding: in total, more than 1,000 delegates attended the event. Also at the exhibition within the framework of the summit, the most extensive exhibition of IT solutions in the history of the event was presented: suppliers of products and services deployed more than 40 stands. The conference was attended by the Minister of Digital Development, Communications and Mass Media Maksut Shadayev, who answered the acute questions of the IT industry. In total, about 90 reports were presented in the plenary part and five parallel sectoral sessions.

Purchase of the processing company Uniteller for 380 million rubles
On March 22, 2021, Goznak announced the purchase of Uniteller at a price that the companies did not disclose. Under the terms of the agreement, Goznak will receive 50% plus one share of Pre-Processing Settlement Center JSC (PRC - a legal entity for Uniteller). Goznak tried to slander the customs of Malta and the US State Department
Back in September 2019, Malta's customs violated international law by delaying cargo with notes from the Central Bank of Libya made by the Russian Goznak JSC under a contract with the Libyan Central Bank. And just the other day, the Maltese customs authorities, as well as the US State Department, received statements that these banknotes were equivalent to $1.1 billion. The United States at the current rate of the Libyan dinar is allegedly fake. In response, Goznak issued an official statement in which he indicated not the illegality and complete groundlessness of such accusations.
In response to another fake of the US State Department, Goznak did not get involved in the discussion with American partners and officially stated that "the samples of these banknotes were approved by representatives of the Central Bank of Libya in the prescribed manner, as a result of which the use of the term" fake "in relation to these banknotes is unreasonable and unlawful. Moreover, the delivery of the discussed circulation was the subject of consideration within the framework of the Expert Commission on Libya under the UN Security Council, which did not find violations of sanctions against this country in accordance with UN Resolution No. 2259 (2019), which, in turn, was reflected in the report of the Expert Commission in December 2019. Goznak JSC has fulfilled all obligations under the above contract on its part. "
The Russian Foreign Ministry also confirmed that dinars made for the East Libyan government, by definition, cannot be fake.
It is clarified that Goznak, along with the customer - the Central Bank of Libya - repeatedly tried to get an explanation from the Maltese authorities about this protracted incident. However, the customs authorities of Malta for several months did not provide any clarification about the detention of a batch of banknotes, and only in May 2020 responded with a statement, the content of which significantly distorts the actual circumstances of the relationship between Goznak JSC and the Central Bank of Libya.
According to the official statement of Goznak JSC, the banknotes were made as part of the discussed supply and are a modified series of previous banknotes, while they have visual differences compared to the latter.
This development of events only confirms the statements of a number of experts that neither Malta itself nor the Maltese customs are independent structures.
Order to print bills for Venezuela
In February 2020, Venezuelan President Nicolas Maduro turned to Russian Goznak to print 300 million new banknotes. They will have a face value from 10,000 ($0.14) to 50,000 bolivars ($0.68), according to a copy of the agreement signed in November 2019 between Goznak and the Central Bank of Venezuela.
A Goznak spokesman declined to comment on the order for 6.8 million euros ($7.4 million). The total value of the new cash will be $143 million - about a fifth of the money in circulation in a country where years of hyperinflation have undermined the value of the currency and impoverished millions of Venezuelans.
In the past, the Venezuelan government has faced difficulties in meeting its obligations to note suppliers. In 2019, De La Rue, one of the world's largest note makers, reported a loss of almost $23 million due to Venezuela's outstanding debts.
2019: Libyan currency party imprinted on Goznak arrested in Malta
On May 29, 2020, the US State Department published a message that in 2019 a consignment of Libyan currency with a face value of $1.1 billion was intercepted in Malta.
The Russian Foreign Ministry commented on this statement, noting that the money in question is necessary to maintain the stable functioning of the entire Libyan economy.
"Goznak" also commented on reports of the detention of the party.
"The contract under which the discussed batch of banknotes was made was concluded by Goznak JSC with the Central Bank of Libya, located in Tobruk," they said, stressing that the right of the Central Bank in Tobruk was enshrined in 2016 by the decision of the Government of National Unity (Tripoli).
Goznak noted that the banknotes made are a modified series of previous banknotes and have visual differences compared to them, they were confirmed by representatives of the Central Bank of Libya, therefore, "the application of the term" fake "in relation to these banknotes is unreasonable and unlawful."
In addition, the supply of this circulation was the subject of consideration within the framework of the Expert Commission on Libya under the UN Security Council, which did not find violations of sanctions in the relations of this country.
"In violation of international law, Malta's customs in September 2019 detained containers with banknotes belonging to the Central Bank of Libya," Goznak said in a statement.
It is emphasized that only in May 2020 the Maltese customs authorities reacted with a statement, "the content of which significantly distorts the actual circumstances of the relationship between Goznak JSC and the Central Bank of Libya."
1919: Renamed "Goznak"
After the October Revolution, the EZGB was transformed into the Office of State Paper Procurement Factories, abbreviated Goznak. The reform was carried out on the basis of the "Regulation on the management of factories for the procurement of Soviet state signs," which was approved by the People's Commissariat of Finance of the RSFSR on June 6, 1919.
In 1919, Goznak's reign was transferred to Moscow. Moscow, Petrograd, Penza, and then Perm and Rostov factories were subordinate to him.
In later Soviet times, the full name of Goznak sounded like the Main Directorate for the Production of State Signs, Coins and Orders, which was subordinate to the USSR Ministry of Finance. Goznak united paper and printing factories, mints.
Postage signs
Postage signs printed at Goznak enterprises were trained at DIEZPO. At the same time, the printing enterprises of Goznak printed not only all Soviet postal signs, but also fulfilled orders for a number of foreign countries. The Moscow Printing Factory of Goznak (MPFG) was responsible for the publication of postage stamps; experimentally, several series of stamps (CFA (ITC "Mark")# 3815-3819, 4536-4540 and some others) were printed at the Moscow Printing House of Goznak (MTG). Whole things, including one-sided postcards with original stamps, were printed on MTG, MPFG, as well as the Perm printing factory of Goznak.
Forms of documents
At the enterprises of Goznak, forms of Soviet documents were printed. Among them, forms of documents on the formation of a single state model (matriculation certificates, diplomas, etc.) were made using a special color rendering technology to exclude fakes. They had the form of a single typographically made, double-folding form in a dense cardboard cover. All forms were documents of special storage and issuance, wore an individual number.
1818: Foundation of the Expedition of Procurement of Government Securities under the Ministry of Finance
The company was founded by the decision of the State Council of Russia at the end of the summer of 1818 in St. Petersburg as the Expedition for the Procurement of Government Papers (EZGB) under the Ministry of Finance.
