In 2013 the Ministry of Finance of Kabardino-Balkar Republic together with BFT company started project implementation on implementation of the centralized platform of accounting management, the reporting and the analysis of financial and economic organization activity of the sector of public administration of Kabardino-Balkar Republic on the basis of the information system "ATsK-Byudzhetny Accounting", the company integrator reported on May 22, 2013.
Goal
Main objective of the new IT project of the Ministry of Finance of Kabardino-Balkar Republic and BFT company is ensuring transparency, openness and accountability of activity of public authorities and local government authorities and also quality improvement of financial management of the organizations of the sector of public administration, due to formation of a common information space. The project is implemented based on an information system of accounting of BFT company - "ATsK-Byudzhetny accounting".
Stages of a big way
Project implementation goes step by step. By May 22, 2013 inspection of data domain is in full complete – specialists of BFT carry out a lot of work on audit of organizations of the republic. Trial operation of the ATsK-Byudzhetny Accounting system with connection of users of 20 organizations of the republic is organized and carried successfully out. Trial operation with serial connection of the remained organizations of the republic will be the next step.
Aspiration
Input of a system in commercial operation will allow to solve problems:
- ensuring uniformity of accounting on the basis of use of uniform information, methodological space;
- automation of accounting of budget, autonomous and state institutions using uniform methodological approaches to the organization of accounting for each type of organizations;
- automation of all sections of accounting in the unified information system using uniform reference books and qualifiers, including payroll;
- possibility of consolidation of data and obtaining accounting, budget, statistical and tax statements, including formation of the summary budget reporting by the serviced organizations;
- ensuring carrying out the accounting of business activities of receivers of budgetary funds allowing to obtain all necessary information in real time without additional labor and technology costs.
Advantages
Key advantage of the new IT project is its implementation on the basis of the centralized platform with placement at the customer of the ATsK-Byudzhetny Accounting system in a uniform copy. For organizations the web client who is not demanding software installation in workplaces of users and providing remote access to the single database within their rights and powers is implemented.
