The Ministry of Internal Affairs selected the supplier of an anti-hacker system

At the end of May, 2013 summed up of the Ministry of Internal Affairs the tender results on development of a sample of the detection system and warning of the computer attacks with the code name HILL. The maximum price which department was ready to pay for works was about 40 million rubles.

The Center of Security of Information (CSI) company created in the mid-nineties based on specialized structural division of one of Ministry of Defence institutes which suggested to perform works for the amount about 10 million rubles smaller became the winner of competition.

In addition to TsBI seven more companies among which –NPO Eshelon,Armada Soft and Sirius participated in tender. The last offered the smallest price from all participants – about 15 million rubles.

Under the terms of the contract, completion of system development is expected in November, 2013. It should protect the Ministry of Internal Affairs from the computer attacks at four levels: the Ministry of Internal Affairs, head departments of department in federal districts, different bodies of the Ministry of Internal Affairs for subjects of Russia, in the closed territories and sensitive sites and also bodies of district level.

In case of the computer attack a system should in the mode, "close to real-time scale" to notify information security administrator, said in terms of reference on its development. Data on the attacks from a system will be flown down in the Departmental center of monitoring which will function based on the DPC created in the Ministry of Internal Affairs or "other platform determined by the customer".

A system also should interact with the Main center of monitoring of FSB where will transfer statistical information and information on the detected computer attacks.

FSB, we will remind, in turn,studies the project on creation of the uniform state detection system, warning and mitigation of consequences of the computer attacks on IT resources. The corresponding assignment to department in January, 2013 was givenby the president Vladimir Putin.
