The information and analytical system of BARS.Monitoring-Energoeffektivnost is intended for automation of collecting and the analysis of indicators of the sphere of power in subjects and municipalities of the Russian Federation. A system allows to keep via the Internet the reporting by each organization and to prepare the general reporting according to the federal legislation and regional requirements.


At the end of 2009 the Federal law of 11/23/2009 No. 261-FZ "About energy saving and increase in power efficiency" according to which the general purpose of decrease by 2020 of power consumption of the Russian economy for 40% is defined was adopted.

In addition to the specified law of 12/27/2010 the order of the Government of the Russian Federation No. 2446-r approved the State program of the Russian Federation "Energy saving and increase in power efficiency until 2020". One of instruments of implementation of the state program is the GIS "Energy efficiency" and also its regional segments which would allow to collect quickly the reporting in the field of power, to analyze indicators of energy efficiency and to make effective management decisions.

At the beginning of 2011 the BARS GROUP company developed the system of BARS.Monitoring-Energoeffektivnost performing functions of a regional segment of the GIS "Energy efficiency". This system allows to keep quickly the reporting according to the Order of the Government of the Russian Federation of January 25, 2011 No. 20 and the Order of the Ministry of Regional Development of the Russian Federation of 6/7/2013 No. 273, to consolidate the acquired information and also to perform its analysis.

In 2013 within development of functionality of a system techniques of forecasting of indicators of consumption of TER and key indicators of energy efficiency were implemented. Specialists of BARS GROUP company, thanks to the saved-up examination in the field of energy saving, developed the technique using indicators of length of light day, average duration of the working day, duration of the heating period, average monthly and quaterly average temperature for calculation of values of the forecast of consumption of TER and also key indicators of energy efficiency.

Considerable influence on the forecast of consumption of TER has holding energy saving actions. With respect thereto the functionality of a system was significantly expanded regarding input and accounting of a complex of energy saving actions and also calculation of influence of results of their implementation on the forecast of consumption of TER. In June, 2013 the functionality of forecasting will be started in the pilot mode in the Regional information management system by increase in energy efficiency of the Republic of Tatarstan which is developed based on a product of BARS.Monitoring-Energoeffektivnost.

With introduction of new functionality for state bodies of management of energy saving opportunities appear:

  • the organizations of a full stroke of process of management of energy saving, beginning from justification of strategy of energy saving and finishing with performance monitoring of the held actions;
  • planning of effects of implementation of energy saving actions in value and natural term;
  • carrying out monitoring of implementation of the program of energy saving of each organization separately.
