The ministry of informatization and communication of the Udmurt Republic puts in outsourcing of development state InformSystems

The ministry of informatization and communication of the Udmurt Republic and Kompyyuter Consult LLC signed the public contract on execution of works on development of the state information system of the Udmurt Republic "The system of execution of regulations of the Udmurt Republic", the press service of the company reported on July 10, 2013.

Background

The development purpose of "The system of execution of regulations" - ensuring technical capability of interdepartmental electronic interaction in the Udmurt Republic when providing the public and municipal services according to requirements of the federal law of 7/27/2010 No. 210-FZ "About the organization of providing the public and municipal services".

Interaction of the bodies of the state and municipal authority participating in provision of services and information exchange is implemented by means of electronic services. In total specialists of Kompyyuter Consult develop and start 100 services:

• 39 regional services (for providing information to federal executive authorities from regional bodies of the state and municipal authority);
• 49 adapters to federal services (for obtaining data from federal authorities);
• 12 local services (for interaction between regional bodies of the state and municipal authority).

The System of Interdepartmental Electronic Interaction (SIEI) requires continued support of services for ensuring correct work.

Objectives

Within the public contract with the Ministry of informatization and communication of the Udmurt Republic in 2013 works on support by specialists of Kompyyuter Consult company are planned. It is necessary:

• finish services according to the changing methodical recommendations,
• expand functionality of a regional node of a system of interdepartmental electronic interaction,
• support of services in case of changes of their formats.

For 2013 are planned:

• differentiation of access rights to services not only at the SIEI level, but also directly at the level of the state information system of the Udmurt Republic "The system of execution of regulations of the Udmurt Republic";
• ensuring correct error handling of services and SIEI and also output of error messages in a type, clear for the user, that allows to minimize inconveniences of work of users;
• stability augmentation of system operation due to development of the mechanism ignoring a part of periodically arising errors and the request which is not interrupting processing (improvement is relevant in view of the fact that still there are problems with stability of work both federal services, and the SMEV most mechanism);
• development of a broad spectrum of the reports allowing to analyze quantity of the sent and accepted requests in cuts of the departments and the temporary periods providing convenience and efficiency of the analysis of statistics of requests.

Expectations

Upon completion of works significant improvement of functioning of the state information system of the Udmurt Republic "The system of execution of regulations of the Udmurt Republic", increase in convenience of using of services and simplification of control is expected.
