AT Consulting: EGovernmentConnector

eGovernmentConnector (eGC) is the software solution of AT Consulting company for operational exchange of data between credit institutions, Federal Treasury and public authorities. The product is developed in April, 2013, the press service of developer reported on July 10, 2013.

Legal platform

Since January 1, 2013 Article 21.3 of the Federal law of July 27, 2010 No. 210 according to which credit institutions are obliged to transfer immediately data on payment by citizens and legal entities of money for benefit of the state, including data on payment of penalties of traffic police, to the State information system about the state and municipal payments (GIS GMP) became effective.

The solution eGovernmentConnector allows banks to perform these requirements in the shortest possible time and to begin data exchange with GIS GMP by means of the System of Interdepartmental Electronic Interaction (SIEI).

The product is created on Java.

2016: AT Consulting integrates banks with GIS of housing and public utilities

At the beginning of 2016 AT Consulting announced the solution which provides operational data exchange with the state GIS system housing and public utilities for banks. It allows to fulfill the requirements of the legislation regarding providing information on payments of citizens for housing and communal services.

According to requirements of the Federal law (of 7/21/2014 No. 209-FZ) and also to the order of the Ministry of Telecom and Mass Communications and Ministry of Construction, Housing and Utilities of the Russian Federation (of 12/28/2015 No. 589/944/pr), till July 1, 2016 all banks should provide placement in the State information system of housing - municipal services (GIS of housing and public utilities) of data on the corresponding payments of citizens.

The solution AT Consulting allows banks to place information on introduction of a payment for premises and housing and communal services in GIS of housing and public utilities. Transmission functions of payments, cancellation of payments, a request of the status of payment processing are implemented. In turn from the housing and public utilities GIS system data on invoices from management companies are transferred, and banks can remind clients of need of payment.

The solution provides delivery of information, data protection by means of the electronic signature. AT Consulting gives support — passing of administrative procedures on connection to GIS of housing and public utilities, testing of integration mechanisms. If necessary the solution can be integrated with the systems of bank.

The solution on integration into GIS of housing and public utilities is a component of own product AT Consulting for the financial sector — eGovernmentConnector. The product developed based on Open Source allows banks to establish electronic cooperation with FMS, FTS, FSSP, Federal Treasury. In development plans for a system — modules of an infoobmen with RPF and Rosreestr.
