The Ministry of Education and Science is ready to forecasting of need for professional staff of Russia

The IBS group announced on August 6, 2013 project completion on creation of an expert and analytical system of forecasting of need for professional staff by request of the Ministry of Education and Science of the Russian Federation. It is developed on the AnyLogic platform.

Project Background

For support of process of formation of target figures of acceptance in the Ministry of Education and Science of the Russian Federation the Expert and analytical system of forecasting of needs for professional staffing of social and economic development of the Russian Federation is created. Tender for system development was won by IBS company.

Project Progress

The IBS system developed by specialists allows to carry out expertize and requirement analysis of economy of the Russian Federation and the subjects of the Russian Federation in specialists of a different profile and also to analyze compliance of structure of training of specialists to the forecast of the need for the personnel of various sectors of the economy.

System core - 83 regional dynamic models of social and economic development created by experts of IBS - they help to define structure of need of economy for the personnel for a medium and long-term outlook. These models are aggregated at the federal level. Modeling of development of the country results in uniform model of social and economic development of the Russian Federation. Such approach allows to calculate future need of economy for the personnel of a different professional profile on each subject separately and across the Russian Federation in general. These design data then become a basis for formation of the target figures of enrollment of students approved by the Ministry of Education and Science of the Russian Federation through the whole country in the current year.

Models are implemented in the environment of AnyLogic. A system gives to specialists of the Ministry an opportunity to provide access to initial statistical and forecast data, the analysis and scenario modeling, process of approval of forecast digits via the web interface on the specialized portal.

A system underwent approbation in the course of formation of target figures of acceptance for 2012-2013 academic years.

Sergey Matsotsky, the chairman of the board of IBS company, noted: "We still remember times when all universities instead of usual specialties began to let out in large quantities lawyers and accountants – such then there was "fashion". Today the state should create the order for universities, being guided not by a fashion, and by the real need for these or those specialists. Without feed of economy by "the correct personnel" its development is simply impossible. In the form of the techniques and systems developed within this project the Ministry of Education and Science had a checked and convenient tool for strategic management by professional education in the country now".
