Arrest of the chairman of the board Vladimir Kravtsev

In October, 2020 the Court arrested the chairman of the board of NVK-bank Vladimir Kravtsev. He is suspected of large scale fraud. The investigation believes that management of bank within two years brought 2.9  billion rubles out of bank that could become the reason of its bankruptcy. Criminal case was brought in June, 2020, however suspects of it were not. 

Not only the bank, but also other companies from the Bouquet group (a selskozaktiva, Trolz) the friend of the speaker of the Duma Vyacheslav Volodin Vladyslav of Burov failed.

Criminal case

Investigating and supervisory authorities regarded actions which led to revocation of license and bankruptcy of NVK of bank as fraudulent. On June 4, 2020 it became known of criminal proceedings according to Part 4 of Article 159 of the Criminal Code of the Russian Federation. It is supposed that officials and employees of the bank can be involved in funds withdrawal from accounts of the organization for the total amount of 2.9 billion rubles. Beneficiaries declare determination for cooperation with law enforcement agencies.

The appeal to supervising department of the regulator — the Central Bank of the Russian Federation was the cause for check.

By check it is established that in 2016-2017 the management and employees of the bank (according to Kommersant, it is about NVK bank) were made illegal acts — an output of assets that caused to bank damage for the amount more than 2.9 billion rubles and, in an effect, resulted in its bankruptcy.

A number of officials signed loan agreements with the organizations having doubtful solvency or obviously not solvent, the money transferred to them was abducted by an output to accounts of the "technical" organizations and their cashing in.

The bank is declared bankrupt

On February 14, 2020 the Central Bank of the Russian Federation took Arbitration court of the Saratov region with the statement for recognition of the organization by the bankrupt. According to determination of court of March 23 the statement is recognized reasonable. In materials of an arbitration case it is specified that the amount of assets (property) for date of revocation of license was 7.35 billion rubles, obligations — 9.6 billion rubles. Thus, the value of obligations of bank exceeds the amount of assets of 2.25 billion rubles of the joint-stock company is declared bankrupt, bankruptcy proceedings for a period of one year are opened against him.

According to the Bank of Russia, on the value of assets the credit institution took the 179th place in a banking system of the Russian Federation.

The Central Bank revokes the license of bank

The Central Bank withdrew on January 24, 2020 at the Lower Volga commercial bank (Nvkbank) the license for implementation of banking activity. The regulator considers that there was a threat to the interests of creditors and investors.

"Due to the non-execution by credit institution … the federal laws regulating banking activity and also regulations of the Bank of Russia … to revoke since January 24, 2020 a license for banking operations from JSC Nvkbank", said in the order.

Nvkbank worked in the Saratov region and took the 179th place on the value of assets in a banking system of Russia.

Among participants also JSC BS Trade (19.9%), JSC TD Yantarny (9.9%), JSC Farrel (9.9%), JSC Nemi (9.9%), JSC Lovir (9.9%), JSC Ontario (10%) and Guron Ltd (10%). The main beneficiary of credit institution call the businessman Vladislav Burov (19.9%). Mister Burov possesses JSC Holding Solnechnye Produkty declared bankrupt in September, 2019. Most the enterprises of "Solar products" were made bankrupt according to the simplified diagram in claims of Rusagro Group and passed under control of this company.
