Upgrade of functionality of Electronic school

BARS GROUP, subsidiary company of "The national center of informatization" (enters into Rostec Group), together with Rostelecom and state budgetary institution of additional professional education of the Novosibirsk region "Regional center of information technologies" upgraded the state information system of the Novosibirsk region Electronic school, having developed the functionality providing a possibility of carrying out the tender "Gosuslugi — It Is Simple".

The purpose of tender consisted in acquainting with services of the portal of inhabitants, having placed emphasis on convenience of use of services of the electronic government and advantages of receiving the public and municipal services electronically. The Department of informatization and development of telecommunication technologies of the Novosibirsk region acted as the project orderer.

The state takes an active course towards promotion of electronic services of interaction of the population with state bodies, and the youth already from a school bench needs to have the corresponding IT – competences to be able to work with information systems including with state. Thanks to increase in interest from citizens in the Gosuslug portal and feedback from users we together increase quality of electronic state services and the represented public and municipal services — the Head of Department of informatization and development of telecommunication technologies of a sales tax Anatoly Dyubanov noted.

As a result of completion in the Electronic School system in personal accounts of the pupil and parent for the period of carrying out tender appeared undressed Tender containing information on methods of interaction of citizens and the state by means of services of the electronic government and advantages of receiving the public and municipal services electronically.

When carrying out tender each participant had an opportunity to vote for the school, involving in this process of friends and parents. For this purpose in a system the possibility of informing and accounting of voices of the citizens who are not users of a system, so-called "fans" was provided. The functionality Tender worked during a time frame of carrying out tender: from October 9 to December 31, 2017. In total in the Electronic School system more than 50 thousand residents of the Novosibirsk region voted.

Upgrade of the RICE GMP and "Okhota" systems

The BARS GROUP company, subsidiary company of "The national center of informatization" of Rostec state corporation, announced on November 9, 2017 upgrade of information systems of the Novosibirsk region "The state and municipal payments" (GMP RICE) and Hunting.

Upgrade of the RICE GMP and "Okhota" systems in the Novosibirsk region will provide cost optimization of time and resources. The possibility of payment of the state fee on the portal will save residents of the area from need of payment through bank on the receipt. In turn, at completion of functionality of making an appointment users will be able to register in convenient time via the portal, and the staff of department to improve acceptance schedule system — the assistant department head of development of technologies of the electronic state of department of informatization and development of telecommunication technologies of the Novosibirsk region Sergey Tsukar noted.

Project Progress

Within upgrade procedures for payment of the state fee and making an appointment when obtaining permission to production of hunting resources via the portal of public services (gosuslugi.ru) are automated.

Project Results

Upgrade of systems provided check of the statuses of charges which go from the Hunting system to the GMP RICE. Charges which come to a regional system, are certified by the electronic signature and go to the state information system "State and Municipal Payments" (GIS GMP). Then charges receive the status "It Is Sent to GIS GMP", and information on need of payment arrives on the portal of state services. The applicant, having obtained this information, pays the state fee directly on the portal of state services. After payment there is a comparison of charge and payment in the GMP state system, and the Hunting system obtains information on it through the GMP regional system. Further the employee of authority invites the applicant to acceptance.

Thanks to automation of making an appointment in a subsystem Hunting the corresponding status of request goes to the portal of state services that allows the user to register in convenient time. And integration of a system with a single system of record of the Novosibirsk region provides regulation of the schedule of acceptances.

2013: Implementation GMP RICE

On November 4, 2013 it became known of implementation of a regional information system of the state and municipal payments by BARS GROUP company (GMP RICE) in the Novosibirsk region.

The project is implemented by BARS GROUP company by request of Department of informatization and development of telecommunication technologies of the Novosibirsk region.

Project Results

Use the GMP RICE gives the chance to residents of the Novosibirsk region not to show the receipt confirming the fact of payment of fees, a tax or a penalty at the appeal to the public, municipal and autonomous institutions. Specialists of the last can receive data on the payment using the GMP RICE integrated with GIS GMP to which data should transfer quickly the organizations for payment acceptance (credit institutions, payment agents, the organizations of a mail service) now.

Physical persons and legal entities during the receiving services, repayment of penalties and taxes have the right to calculate that data on payments will be available to specialists of state bodies at once after their carrying out.
