BARS. State and municipal payments (GMP RICE)

BARS. The state and municipal payments - the regional information system about the state and municipal payments, is intended for formation, accounting of charges and payments and also obtaining information on payment by physical persons and legal entities of the public and municipal services, charges, duties, repayment of penalties.

Appointment

A system is developed according to the amendments to the Federal law of July 27, 2010 No. 210-FZ which are becoming effective since January 1, 2013. According to these changes, physical persons and legal entities are not obliged to show the document on payment to administrators of income. Service – the State information system about the state and municipal payments is developed for implementation of this requirement by Federal Treasury (further – GIS GMP). By means of this service cooperation between the organizations exposing charges for payment and the organizations accepting payments should be established.

"BARS. The state and municipal payments" are provided by all functionality necessary for effective interaction of chief managers of income, the multifunction centers, financial bodies, operators of the regional portal of public services (further – participants) with federal service.

Advantages

• Physical persons and legal entities should not expect the moment of transfer of money into accounts of organizations: will be to receive enough confirmation of the fact of payment which will arrive within one minute from GIS GMP.

• Significant simplification of the procedure of connection of participants to federal service - a possibility of interaction through the aggregator of charges of the region (for example, regional authority in the field of informatization), connected to the system of interdepartmental electronic interaction (SIEI). As a result of such option of connection need of registration of all participants in SIEI is excluded.

• Installation and use of a single system are capable to save item of expenditure in the budget of each organization which otherwise would need to adapt local solutions for the GIS GMP formats or to purchase the additional software.

• The regional public authority in the field of finance, in turn, is given an opportunity of accomplishment of control of correctness of the charges performed by administrators of income, the analysis of all receipts in the budget.

Besides, a system allows to create a basis for economy of means of applicants:

• in connection with an exception of need to pay for services of bank in execution of receipts (regarding the state fees and penalties);

• at the expense of a difference in the amount of the commission when carrying out payments via the regional portal of the public and municipal services, but not through credit institutions (regarding paid services).

Application of a system will allow not only to reduce the number of the obscure payments in the budget, but to reduce risks of imposing of penalties by the participants resulting from non-presentation or incorrect submission of data by them in GIS GMP (according to Article 19.7 of the Administrative Code).

Functionality

• an opportunity for administrators of income to keep account and control of charges, to perform transfer of these data in GIS GMP and also to make requests for the registered payments and transfers.

• an opportunity for the bodies performing opening and maintaining personal accounts according to the budget legislation of the Russian Federation to reflect the payment facts with the subsequent sending data to GIS GMP.

• an opportunity for the multifunction centers to take part in rendering the public and municipal services: prepare primary data about charges and request information on payments and transfers.

• an opportunity for operators of the Regional portal of public services to obtain up-to-date information about charges and payments on the registered users of the portal, excepting need of accomplishment of requests for GIS GMP for a constant duty.

Uniform delivery of the ready-made solution will save participants from need to integrate the "local" software products with federal service: register them in the System of interdepartmental electronic interaction, implement mechanisms of sending requests and obtaining response data.

Executive authorities of the region will receive the centralized base in which they will be able perform monitoring:

• receipts in the budget for payment types: to the state fees, penalties, charges, the paid services rendered by budget and autonomous institutions;

• skvitirovanny and neskvitirovanny payments with receiving the amounts of a remaining balance;

• distributions of powers on rendering services and their administration among participants of a system.
