The Supreme Arbitration Court of the Russian Federation implements a management system for library stock

On November 26, 2013 the IT smart Systems (IT Group) company announced completion of works on implementation of the integrated management system for library stock of library of the Supreme Arbitration Court of the Russian Federation.

Project Tasks

The library stock of the Supreme Arbitration Court of the Russian Federation contains more than 50 thousand electronic and paper editions. Accounting of literature, all the time of existence of fund, was carried out by a manual method using a paper card of the edition, accounting of readers − by means of the paper library card. Receiving and delivery of editions - through the librarian, difficulties of submission of editions in electronic form existed a manual design. Planned inventory of library stock was the labor-consuming classes given manually.

Aiming to lower labor costs on service of visitors of library, to strengthen control of safety of editions, to simplify procedures of issue/acceptance of editions to visitors, inventory, to raise accuracy of the data about existence of editions in fund, the decision - to automate management of library stock of the Supreme Court of Arbitration of the Russian Federation is made. The IT smart systems company won the state competition for the project on automation.

Project Progress

Specialists of IT smart systems in time, provided by the public contract, implemented the integrated management system for library stock of "IT-AI SUBF". This system allowed to manage qualitatively library transactions with printing editions, having provided access to electronic editions through a uniform informational portal of the Supreme Court of Arbitration of the Russian Federation. Using a new solution it was succeeded to automate accounting of receipt, acceptance/issue of editions by visitors of library and fast report generation for decision making about need of replenishment of library stock. For gain of control of safety of editions, access control on the library territory and also high-quality accounting of visitors control charts of admission were entered.

Project Results

System implementation of management of library stock specialists "IT. Smart of systems" implemented the principle of self-service of readers using technology of radio frequency identification. The RFID tag is applied on each book and is used as the electronic identifier of the edition. Special self service stations allow to issue and accept quickly editions on the basis of data, read from a RFID tag, and the admission of the reader. Mobile RFID readers allow to identify remotely and quickly at once several RFID tags placed on books thereby significantly reducing time of carrying out inventory.

For increase in control over safety of library stock specialized RFID gate which allow to signal after reading of a RFID tag from the edition in case of unauthorized carrying out for the library territory are set. The round-the-clock video surveillance (monitoring and record) provides online control of actions of visitors.

As a result of implementation of an automated system of accounting of library stock of "IT-AI SUBF" in Supreme Court of Arbitration of the Russian Federation library it was succeeded to provide high-quality accounting of share editions, to considerably raise the service level of readers and also more widely to popularize new opportunities of library among the staff of the Supreme Court of Arbitration of the Russian Federation.
