Content

The project is implemented within the administrative reform undertaken in Russia directed to increase in efficiency of functioning of the sector of the public and municipal administration.

According to provisions of the Concept "Electronic budget" and also programs of the Russian Federation "Information society (2011-2020)" the important part in increase in efficiency of activity of public authorities is assigned to formation of uniform space of legally significant electronic interaction. To accelerate process of financial management, to arrange information flows and to transfer them to an electronic form, the Committee of finance of administration of Vsevolzhsky district and Committee of finance of the Lodeynoye Pole district of the Leningrad Region used company services of BFT on implementation of the legally significant electronic document management (LSEDM).

The first stage

At the first stages of project implementation the standard packet of the regulating documents taking into account a regulatory framework of municipal entities was adapted, rules of signing and verification of presence of the signature for specific electronic documents are configured. Municipalities also implemented technology of formation and storage of the General ledger of financial body of the respective municipal entity in electronic form using the electronic signature.

The second stage

User training on work with the functionality providing signing of documents with the electronic signature became the next stage.

Result

Not only economy of budgetary funds due to use of information technologies on document handling electronically, but also significant economy of working time of staff of administration of Vsevolzhsky and Lodeynoye Pole districts became a positive result of implementation to YuZED. Such results are achieved in many respects thanks to reduction of delivery costs of information in paper form, on supplies, the copy equipment and also due to reduction of time of passing of electronic documents in the course of interaction of participants of budget process.
