The city administration of Togliatti ordered development of strategy of "The reasonable city"

On January 14, 2014 the CROC company announced development of strategy of program implementation "The reasonable city" for Togliatti administration.

The model of "The reasonable city" which can bring it benefit already on pilot project stage offered CROC Togliatti administrations. Specialists of the company, within studying and consultations, gave an exact assessment of the budget and terms of program implementation, described its really achievable results.

The main complexity - in lack of similar projects in Russia, comparable on scale: to quantity of IT systems which were required to be integrated among themselves.

For preparation of viable model of "The reasonable city" it was required to study the market of the existing intelligent systems, to analyze world practice of development of the "smart" cities, to adapt successful practices for the Russian realities. When forming the plan CROC took experience of South Korea as a basis. In one of the districts of Seoul — Gangman (Kannamgu) — the system of the "smart" city allowed to reduce a crime amount in a zone of intellectual video surveillance twice, to increase the probability of detection of criminals by two-three times, to increase capacity of intersections by 15%, to reduce electricity consumption by 10%.

Elena Balashova, the Head of the Moscow Department of Information Technology of administration Togliatti, told: "Togliatti consistently is engaged in development of information services for citizens: it both Open City program, and creation of the multifunction centers of providing public services, and Electronic Municipality project. "The reasonable city" — one of our new initiatives which purpose, in particular, is creation of the uniform command center including monitoring systems and video fixings. The uniform center — technology "heart" of the program — will help us to reduce costs for upgrade of IT infrastructure of Togliatti, and as a result to increase investment attractiveness of the city, level of its security, comfort of accommodation. We are going to begin with creation of a pilot zone in which all new technologies and approaches will be approved".

According to the recommendation of CROC, at the heart of the project - integration of the infrastructure systems of Togliatti with a software platform of Ubi-KHAN — the solution of the Korean IT conglomerate KT Corporation.

"We performed serious work on the analysis of a situation and search of necessary solutions. Would like to note the involvement of the mayor's office of Togliatti and skill in technical issues of her representatives. They perfectly understand that for effective management of key city services uniform infrastructure, but not separate dispatcher stations with individual regulations of work is necessary. I hope that in the future we will continue our cooperation" — Alexander Hludenev, the deputy CEO for the perspective directions of business of CROC company noted.

"Within a pilot project solutions for intellectual video surveillance, adaptive control by traffic light objects, time estimates of arrival of public transport will be implemented. These are fixed functions which the Ubi-KHAN platform can automate. Except them our system allows to perform monitoring of engineering infrastructure of key objects of the city, to coordinate transport routes, to manage parkings, lighting, to render services of the electronic government" — Anton Lambrianov, the associate director of representative office of KT Corporation in Europe and the CIS emphasized.
