Hramkin Andrey Aleksandrovich is the director of Institute of state procurements.

Biography

Andrey was born on September 15, 1971 in Moscow.

In 1995 graduated from the Moscow state technical university of Bauman as a development engineer.

In 1996 Hramkin gained the diploma of the State university — Higher School of Economics, having received degree of the master of economy.

In 1998 underwent occupational retraining on specialization "Purchase management of products for the state needs of the Russian Federation" at Institute of training for the system of public procurements of State University HSE.

In 2009 completed Postgraduate studies at the Russian academy of public service under the President of the Russian Federation.

From 1996 to 1997 worked as the chief specialist of Department of the international investment cooperation in the Ministry of Economics of the Russian Federation.

In 1997 and for 1998 worked in bureau of business opportunities of the Federal center of project financing, as the associate director and the project financing specialist.

From 1998 to 2001 worked as the manager of Management of perspective projects at the State university — Higher School of Economics.

In 2001 and 2005 worked at the director's position at the State university – Higher School of Economics, namely at Institute of training for the system of public procurements.

Since 2005 got to work as the director in the Russian academy of public service under the President of the Russian Federation at Institute of training for the system of the public and municipal procurements (Institute of state procurements of RAGS).

For March 12, 2014 Andrey Aleksandrovich Hramkin works as the director of Institute of state procurements.
