In March, 2014 the Administration of the Leningrad Region announced Andrey Shornikov's appointment to a position of the Chairman of the Committee on telecommunications and informatization of the region.

The previous Chairman of the Committee on telecommunications and informatization of the Leningrad Region Alexander Demidov and also his first deputy Boris Isaev were exempted from the positions by the order of the governor in January, 2014.

As the chairman Shornikov worked till October, 2015.

2016: Repeated appointment of informatization as the Chairman of the Committee

In 2016 Andrey Shornikov headed again committee which by that moment changed the name to Committee of communication and informatization of the Leningrad Region. At the time of appointment it was reported that before this appointment he held a position of the vice-chairman of committee on communication and informatization — the head of the department of information security and telecommunication infrastructure.

2018

Dismissal from committee of informatization

At the end of March, 2018 in media of the Leningrad Region and St. Petersburg information on the future dismissal of Andrey Shornikov from a post of the head of committee of communication and informatization of the Leningrad Region appeared. For example, writes the DP.ru portal with reference to sources in the regional government about it.

"On this place not the technician, but the manager is necessary", the portal cites words of the interlocutor in the government.

Other regional edition - 47news.ru - connects staff movement with an incident at the beginning of 2018 when the building of the government of the Leningrad Region had large-scale problems with telephone communication against the background of change of the operator.

The committee of communication and informatization could not comment on information on Andrey Shornikov's dismissal.

Since April on the website of Committee of communication and informatization of the Leningrad Region Andrey Shornikov appears as the head of "The operator of the electronic government" (GKU LO "OEP").

Later, in August, 2018 the committee found replacement to Shornikov - Victoria Kuznetsova was appointed to the position of the chairman.
