The Ministry of Education and Science of the Russian Federation predicts training of employees

On March 31, 2014 it became known of automation of process of data on reception of citizens for training in programs of the higher education at the expense of means of the federal budget developed by IBS company by request of the Ministry of Education and Science of the Russian Federation.

Project Tasks

The information system is created on the basis of the expert and analytical system of forecasting of need for professional staff for the purpose of involvement in process of formation of volume and structure of target figures of acceptance of all concerned parties: federal and regional authorities and employers' associations.

The system designation - to automate processes:

1) In the field of responsibility of the Ministry of Education and Science of the Russian Federation:

• formation of original offers on the volume and structure of target figures of acceptance on the basis of the forecast of needs of economy for professional staffing of social and economic development of the Russian Federation and the subjects of the Russian Federation;
• creation of rules of participation (and an order of interaction) federal and regional authorities of executive power and employers' associations in formation, adjustment and approval of volume and structure of target figures of acceptance;
• appointment responsible (from among federal executive authorities and employers' associations), fixing of the directions of preparation (specialties) of the higher education to them;
• control and coordination of actions of participants of process (users);
• generalization and the analysis of the received results, approval of final offers on volume and structure of target figures of acceptance.

2) In the field of responsibility of federal executive authorities and employers' associations:

• formation the politician concerning the fixed directions of preparation (specialties) of the higher education;
• the analysis of offers of the subjects of the Russian Federation on target figures of acceptance concerning the fixed directions of preparation (specialties), adjustment of own offers in case of need.

3) In the field of responsibility of regional executive authorities:

• analysis of offers of federal executive authorities and employers' associations on the volume and structure of target figures of acceptance;
• formation of regional offers on target figures of acceptance taking into account the forecast of needs of regional economy for the personnel (including taking into account strategic reference points of development of the region and needs of employers) and opportunities of educational network.

Project Results

The information system passed preliminary test when forming volume and structure of target figures of acceptance for 2014 and 2015. 14 employers' associations, 8 federal and 83 regional executive authorities of the Russian Federation took part in testing.

Marina Hodimchuk, the director of department of social and economic modeling and forecasting of IBS company, PhD Econ., noted: "Automation of process of formation of volume and structure of target figures of acceptance is extremely important for achievement of the approved positions between federal and regional executive authorities and employers' associations on questions how many and what personnel with the higher education it is necessary for economy and as it is the most effective to use resources and systems capabilities of the higher education for their preparation".
