Curriculum vitae

Vladimir Kabanov was born in 1973.

He graduated from the Physics Department of Moscow State University named after M.V. Lomonosov.

At different times, Vladimir Kabanov took part in the creation and development of elements of the GAS "Elections," including a subsystem for displaying information of collective use, which for the first time made it possible to display the results of election campaigns and the process of their conduct in real time, and in the inter-election period - to hold video conferences, presentations and ensure the daily activities of the CEC of Russia; A control and control subsystem that allows technical audit of the system and its resistance to malfunctions and failures; subsystem of operation and service services intended for automation of operation processes of software and hardware of GAS "Vybory" and maintenance of automation tools of election commissions.

Since 2004, Vladimir Kabanov has led a group of specialists who have implemented comprehensive development work under the CEC of Russia to create an electronic voting complex, which has been repeatedly successfully used in conducting election campaigns of various levels.

Since March 2013, Vladimir Kabanov has been the deputy director of the FSUE NII Voskhod for the development and maintenance of the GAS Vybory, where, as part of work with the CEC of Russia and the Federal Center for Informatization at the CEC of Russia, he ensures the effective implementation of measures for the operation and development of GAS Vybory.

In April 2014, the Ministry of Communications and Mass Communications of the Russian Federation announced that by order of the Central Election Commission (CEC) of the Russian Federation No. 65-r and order of the Ministry No. 34, Vladimir Kabanov was appointed acting chief designer of the State Automated System (GAS) "Election."

As acting chief designer of GAS "Vybory," Vladimir Kabanov is responsible for organizational and methodological guidance in the performance of work on the operation and development of the system, the implementation of a unified scientific and technical policy regarding GAS "Vybory," as well as ensuring its compliance with the state policy of the Russian Federation in the field of informatization, communication and technical protection of information.

According to July 2018, Vladimir Kabanov is Deputy General Director for Complex Projects of the Automatics Concern.

2019: General Director of the Automatics Concern

In February 2019, Vladimir Kabanov was appointed general director of the Automatics concern. In this post, he replaced Sergei Sakhnenko. In this capacity, Vladimir Kabanov continued to implement the strategic tasks of the concern for the production of high-tech civilian products, the development of new fast-growing markets due to competitive civilian and dual-use products, participation in the implementation of large-scale state projects, the development of export sales and promising scientific design developments.

Vladimir Kabanov has many years of experience in project management in the interests of federal executive and legislative bodies. At the end of 2018, with the direct participation of Vladimir Kabanov, the holding's revenue from the sale of civilian products amounted to 24 billion rubles, which was 30% higher than the planned value according to the development strategy of the Holding Company Concern Automatics until 2025.

2021: Resignation from the post of general director of the Automatics concern

In May 2021, Vladimir Kabanov resigned as general director of the Automatics concern.
