IBS Profklaster

EAS "Profklaster" is an expert and analytical management system for educational clusters. A system was developed by IBS company within the project of creation of an expert and analytical management system for educational clusters of the Tambov region.

Description

An expert and analytical system is intended for providing an optimal ratio of the educational organizations entering into cluster groups of a regional system of professional education proceeding from assessment of their availability, fullness, employment of graduates, competitiveness and innovation and also quality improvement of providing educational services thanks to elimination of duplicative educational programs, the terminations of providing similar types of service by different organizations and redistributions of resources of network of the educational organizations.

EAS "Profklaster" provides the solution of several main objectives of management of an educational system:

• strategic planning of number and the structure of the educational organizations on the basis of monitoring and control of development of network of the educational organizations of professional education according to regional requirement of employers for the personnel,
• cost optimization on the maintenance of a property complex.

In a system the unique solution of modeling of optimal structure of network of the educational organizations according to requirement of employers for the personnel is developed and implemented. Within the project 3 basic scenarios (short-term, medium-term are developed and long-term) according to which a system defines number and the specific structure of the educational organizations entering into cluster groups of the region which will provide training of specialists according to the main and additional programs of professional training. A system is based on methodology of scenario modeling and the scenario analysis "allows to carry out what will be if" for each educational cluster, depending on changes of an anticipated demand of the region in the personnel.

Technology EAS "Profklaster" represents program development with a possibility of deployment on a hardware platform of the customer, with access to the specialized web portal. The portal technology allows to report results of assessment and development plans for network of the educational organizations of the region to different categories of citizens on the Internet in the form of open data.
