The administration of the Tambov region implements an expert and analytical system

On April 24, 2014 the IBS group announced project completion on creation of an expert and analytical management system for educational clusters of the Tambov region – EAS "Profklaster". A new system is created by request of Administration of the Tambov region.

Project Tasks

Development of territorial clusters in Russia is one of conditions of improving competitiveness of domestic economy and an intensification of mechanisms of public and private partnership. Creation of the territorial and production clusters implementing the competitive capacity of the Tambov region caused need of development of a regional system of professional education and its adaptation under new social and economic conditions. At a stage of transition to cluster management model the system of professional education based on the principles of public-private partnership and corporate management, the Management of education and sciences of the Tambov region was faced the need of information support of acceptance of management decisions.

As the partner in creation of the information management system the IBS company is attracted with educational clusters of area.

Project Progress

In a work progress over a system specialists of IBS together with the customer worked methodology of efficiency evaluation of activity of the educational organizations of professional education, at the same time more than 40 key indicators calculated on the basis of primary indicators, expert evaluations are used.

Project Results

For April 23, 2014 a system is implemented and approved for network of the educational organizations entering into agro-industrial complex. During 2014 all six educational clusters of the Tambov region will be composition and the total number of users of a system will reach 100 people.

Evgeny Voyakin, the project director of department on work with education of IBS company, told: "Information and analytical systems are widely used for the solution of a problem of optimization of the complex social and economic systems. Algorithms which were developed and implemented for modeling of optimal structure of network of the educational organizations of the Tambov region allowed to create replicated solution for optimization of network of the educational organizations which can be implemented in the majority of Russian regions. Approbation of a system showed high quality and accuracy of the proposed solutions necessary for system management of professional education of the Tambov region".
