The department of health care of the Kemerovo region toughens control over budget expenditure

On May 28, 2014 the Parus corporation announced project completion of process automation of planning, financing and calculation of the state tasks on the platform software "Parus — the Budget 8" in department of health care of the Kemerovo region.

Project Tasks

Earlier for planning and accounting in Department of health care Excel and several "self-written" programs using technology of file exchange were used, and received information on limits of budget commitments and the extreme amounts of financing of organization by e-mail.

Project Results

The created information system helped the customer with operational management of cash budget implementation. Subordinated organizations in the online mode enter into a system weekly requests for financing in the set detailing. Daily distribution of financing by cost items according to requests of state funded organizations in a system is performed automatically, and organizations possess up-to-date information about the available extreme amounts of financing with indication of the purposes of its use.

In a project deliverable the quality of processes of management of the industry increased, labor costs of specialists significantly decreased.

Implementation automates settlement processes of the standard of costs for rendering services and execution of works, balancing of an estimated amount of a subsidy with an extreme volume of budgetary appropriations for the next financial year, formations of agreements, monitoring of indicators of volume and workmanship of the state tasks. Electronic interaction with Federal Treasury Department for the Kemerovo region is implemented.

A system gives to the customer ample opportunities for expense analysis of organizations on rendering services taking into account the reached figures of merit and preparation of offers on increase in efficiency of expenditure of budgetary funds by them.
