Tekhnokad-Express

Tekhnokad-Express is the software for formation of boundary, technical plans, maps (plans), layout charts memories for KPT and other documents necessary for the cadastral registration. The program supports creation as electronic, so the printing document revision with a possibility of their sending to bodies of Rosreestr. You will be able to work, without leaving the house or office, through the Internet.

In September, 2016 it became known of inclusion in the Unified register of domestic software of the End-to-end system of Tekhnokad-Express.

Since February 14, 2014 became effective the order of the Government of the Russian Federation of February 3, 2014 No. 71 "About the approval of Rules of the direction public authorities and local government authorities of the documents necessary for entering of the data into the State Immovable Property Cadastre, into federal executive authority authorized in the field of state registration of the rights to real estate and transactions with it, the cadastral registration and maintaining the State Immovable Property Cadastre and also about requirements to a format of such documents electronically" (further – Resolution No. 71).

This document made changes to the order of the Government of the Russian Federation of August 18, 2008 No. 618 existing earlier "About information exchange when maintaining the State Immovable Property Cadastre". So, according to point 18 of Resolution No. 71 "at information exchange documents, including the map (plan) of an object of land management, are presented in the form of electronic documents using a single system of interdepartmental electronic interaction and the regional systems of interdepartmental electronic interaction connected to it. At absence at local government authorities of technical capability to use a single system of interdepartmental electronic interaction and the regional systems of interdepartmental electronic interaction connected to it local government authorities submit the documents necessary for maintaining the State Immovable Property Cadastre, to body of the cadastral registration using the official site of body of the cadastral registration on the Internet or on electronic media".

In all territory of the Russian Federation branches of federal state budgetary institution "Federal Cadastral Chamber" (further – Federal State Budgetary Institution PCF) work in the different modes: from documents acceptance by e-mail before their acceptance on the electronic medium. But uniform requirement is imposed to any kind of data transmission: documents should be prepared in the form of XML documents according to the XML schemes approved and published on the portal of Rosreestr and are certified by the qualified certificate of a key of verification of the electronic signature (further – KSKP EDS) the authorized person.

Interdepartmental interaction is regulated by Resolution No. 71, and requirements to the electronic signature necessary for giving to electronic documents of the legal importance, – the Federal law of April 6, 2011 No. 63 "About the electronic signature".

Thus, for correct work and the maximum use of opportunities of interdepartmental electronic interaction local government authorities should have KSKP EDS issued addressed to the authorized person and also the software allowing to create the corresponding XML documents and to sign them.

Production of certificates of keys of verification of the electronic signature is performed by certification centers (further – UTs) which are among UTs accredited by the Ministry of Telecom and Mass Communications of the Russian Federation and in common trusted area of electronic signatures in the territory of the Russian Federation. Such UTs are presented in the official list on the portal of Rosreestr.

Formation of XML documents about change of category, the area, the address of the land plot, characteristics of objects of capital construction, formation of cards (plans) and a request of data require the special software allowing to create such documents. It is necessary to remember that documents on paper carriers on the basis of which the XML document of the statement in Rosreestr prepares should be presented in the form of the scanned images signed with the electronic signature of the persons authorized to certify copies of such documents.

Local government authorities are forced to represent to cadastral chamber the electronic medium with the relevant information. It attracts a set of inconveniences, finance costs (electronic medium), work and time (visit of body of the cadastral registration for document transfer). As an alternative and the solution of such problems the solutions proposed by third-party developers for example the desktop application of Tekhnokad-Express which is used effectively in all territory of the Russian Federation in the structures connected with management of the land and property relations can act and proved as a universal complex for ensuring direct communication with bodies of the cadastral registration.

The desktop solution of Tekhnokad-Express was developed proceeding from the requirements to XML schemes published on the website of Rosreestr, and Resolution No. 71 and is one of the most available software tools for electronic interaction of the state organizations with Rosreestr. The solution is closely integrated with certification center of Tekhnokad company which is accredited in accordance with the legislation of the Russian Federation and issues the certificates conforming to relevant requirements of Rosreestr.

Tekhnokad-Express allows to perform the finished cycle of electronic document management with bodies of the cadastral registration and registration of the rights. Any user, whether it be physical person or legal entity, working in the system of Tekhnokad-Express, can:

• create a document package in electronic form and send them for the state cadastral registration of a real estate, including boundary and technical plans in the form of the electronic document signed with the qualified electronic signature;
• request data from the State Immovable Property Cadastre (further – GKN) and the Unified State Register of Rights on real estate and transactions with it (further – EGRP) (statements about the land plots, cadastral plans of territories, statements about the registered rights, etc.) in electronic form;
• receive from Rosreestr of data of GKN and EGRP in the volume set by the legislation in the form of the electronic document signed with the qualified electronic signature of the authorized person of cadastral body.

Interaction within a system is performed in accordance with the legislation of the Russian Federation, regulating documents of the Ministry of Economic Development of the Russian Federation and Rosreestr.

For use application are not demanded special knowledge and long training. The solution most just allows to create XML documents, to sign them with the electronic signature, to put the scanned images signed with KSKP EDS of the authorized person, to send them to body of the cadastral registration and to receive response documents as in electronic form, certified by the electronic signature of the employee who issued the document and on paper carrier with blue printing.

It is possible to give a set of examples of implementation of successful electronic document management between public authorities and local government and Rosreestr by means of the system of Tekhnokad-Express, in particular in the Moscow region. Since the beginning of 2014 already more than three hundred state organizations seized program capabilities: sent requests to body of the cadastral registration and received response documents.

For the purpose of development of this direction by the company the cloud solution "Tekhnokad-municipality" which has big advantages was developed. For example, the user "is not tied" to one place and can work from any personal computer in the presence of the Internet and observance of rules of information security. Also it is possible to carry an opportunity for work with cadastral plans of territories to several advantages of functionality and tools of a cloud solution, loading a graphic part. "Tekhnokad-municipality" allows to maintain a register of the land plots, objects of capital construction where all information provided in statements is displayed. These data can be loaded to the card. Besides, directly from the card it is possible to execute requests of data of GKN and EGRP, using public services or mechanisms "Tekhnokad-municipality".

For implementation of the legislation regarding electronic interaction there is a set of solutions which promptly are developed, allowing to exclude possible errors, dead time and large-scale labor costs.

Today for fast and high-quality work more and more opportunities open. Of course, new technologies require time for studying and adaptation, and it is promoted by improvement of the regulating legal documentation which regulates, facilitates and improves activity of local government authorities and public authorities.
