"Tekhnokad-municipality" - Internet service is intended for the staff of bodies of local government and the government needing operational and effective information exchange with Rosreestr. Are provided for this category of users of data of EGRN and GKN on a grant basis. "Tekhnokad-municipality" will help to optimize workflows and to solve problems in the field of the land and property relations.

"Tekhnokad-municipality" - the geoinformation Internet service in Russia for accounting of changes of the state and municipal property online developed especially for local government authorities and the government. Advantage of "cloud platform" over the desktop solution is that the user "is not tied" to the workplace and it does not need to set specialized software. Work in service is carried out with the help of the special certificate of "the cloud signature" without use of a CIPF of Krypto-PRO. "Tekhnokad-municipality" representatives of public authorities and local government more than in 70 subjects of Russia for implementation of land control in the territory of municipality use in work, formations of reporting and analytical materials and the organization of information exchange with the population and Rosreestr.

The real estate located in the territory of municipality is and a source of income in a type of tax and lease payments, and, at the same time, a source of cares regarding accurate accounting of characteristics of a real estate and rights to them. Reliable and up-to-date information about a real estate – guarantee of completeness and accuracy of calculation of taxes and filling of the budget of the municipal entity.

The attention to this problem from the supreme bodies of legislative and executive power of the Russian Federation – emphasizes once again its importance. Only for last year, about 15 amendments were adopted to profile legal acts – the Land Code, law 221-FZ "About the State Immovable Property Cadastre" and others. All changes in laws are directed to more accurate and high-quality accounting of a real estate and their characteristics and also to simplification of procedures of providing the land plots to interested persons. In a difficult economic situation on places the most obvious solution increase in taxes is represented. But, in addition to increase in tax burden of owners of a real estate, there are also other sufficient reserves for replenishment of local budgets. One of them is a reduction in compliance of real characteristics of a real estate to their values in the state information arrays. The most typical situations: the type of the permitted use of the land plots is incorrectly specified, cadastral cost is incorrectly specified. And the amount of tax payments depends on it (or will depend for a part of regions). Address characteristics are often incorrectly specified. Situations when it is impossible to identify the owner of an object meet – i.e. there is nobody to expose the tax notification. By estimates of specialists of branches of Federal State Budgetary Institution PCF of Rosreestr up to 80 percent of such inaccuracies can be eliminated with forces of municipalities - within information exchange, determined by the order of the Government of the Russian Federation of 2/3/2014 No. 71.

Despite all work on verification of data on real estate units which is carried out by the Federal Tax Service (FTS) and Rosreestr it is far from end. It is supposed that shortly local government authorities will get access to data array of FTS regarding charge and payment of property taxes on territories of the municipal entity. The functionality which will be provided to FTS will allow to carry out the multiple parameter analysis of a situation with property taxes, to investigate influence of the sizes of tax rates and application of different privileges for the total amount of tax weight, to build different charts and diagrams. Comparing data of Rosreestr and FTS, it is easy to estimate the volume of loss of income of local budgets regarding receipts from property taxes.

One more big problem – absence at a real estate of coordinate characteristics. The land plots (LP) have no description of borders, and at the objects of capital construction (OCC) – the description of location of objects. The share of such objects, depending on the region, can reach regarding the memory – 25%, and regarding Construction Department – 95%. It agrees to the "road map" accepted by the Government of the Russian Federation, such objects since 2018 will be strongly limited in turnover – they cannot be sold, put, leased. Accomplishment of complex cadastral works according to newly introduced Chapter 4.1 in law 221-FZ "About the State Immovable Property Cadastre" which customers will be local government authorities and which will be paid from means of the federal budget can be the solution of this problem. The described problems can lay down on shoulders of heads of municipalities. However, recently in the software market many solutions for automation of activity of local government authorities appeared. The broad spectrum of these solutions, allows to pick up an optimal variant for municipality.

In the single, simple and clear interface, the main classes of electronic services are integrated: requests of data from GKN and EGRP, information exchange with bodies of the cadastral registration, accounting of changes of a real estate. All created documents and requests pass through formatno-logical control by the same principles that are applied in the AIS GKN. In service the possibility of creation of a printed form of the layout chart of the land plot on the cadastral plan of the territory (according to Article 11.10 ZK Russian Federation and the order of the Ministry of Economic Development of the Russian Federation of 11/27/2014 No. 762) and creations on the basis of a printed form of XML file of the layout chart memory is implemented. The solution allows to visualize response documents and to create different thematic cards on the basis of cadastral plans of the territory. It is possible to personalize a real estate, adding different comments and files. In addition to the specified opportunities, "Tekhnokad-municipality" allows to build reports, comparing data from different sources (GKN, EGRP, FTS), thereby revealing discrepancies. Service can be used also for the solution of the whole class of tasks, such as: monitoring and accounting of lands of agricultural appointment, management of municipal real estate, assessment of tax potential on land tax and the property tax of individuals. Use of the solution "Tekhnokad-municipality" allows to receive a reliable picture of the state of affairs on accounting of a real estate, to reveal the hidden reserves on increase in receipts in the budget, to develop the management decisions directed to updating of data and creation of the favorable investment climate.
