Accounting of Charges and Payments (IC UNP)

Accounting of Charges and Payments (IC UNP) - it is intended for accounting of charges, details of services and the facts of payment by physical persons and legal entities of duties, money payments (penalties), charges and paid services.

A system is installed in the regional executive authority of the subject of the Russian Federation supervising information technologies or the financial block.

The UNP system is the instrument of connection to GIS GMP for the account:

• reductions of number of required documents for registration in comparison with direct connection of administrators of charges through SIEI;
• uses as information systems for communication with GIS GMP of standard accounting automated systems, such, as:
  • 1C,
  • Parus,
  • Obverse,
  • Budget-21;

• granting the region of the right to administration to independently define security requirements of channels.

Basic functions of a system:

• providing an easy and convenient way of connection to GIS GMP and interactions with it;
• providing to administrators of charges of information on the payment facts in their address and information on matching;
• accounting of information on the details used at payment of services by an advance method;
• accounting of information on the payments made in credit institutions on the loaded directory of services;
• accounting of the added amounts which are subject to payment from administrators of income and also budget and autonomous institutions;
• providing at the request of credit institutions, portals of state services, the multifunction centers of information on charges;
• comparison of charges and facts of payment (matching);
• implementation of interaction with the UEK Portal.

Specific Features

Implementation provides:

• implementation of requirements of Federal law No. 210-FZ "About the organization of providing the public and municipal services" of July 27, 2010;
• implementation of requirements for collecting and updating of details for implementation of advance payments for the UEK Portal; quality improvement of rendering public, municipal and commercial services;
• possibility of payment of charges through the credit institutions connected to a system;
• reduction of quantity of errors at making payments;
• receiving more full control by the management of the region over cash receipts;
• increase in collecting of income;
• minimization of the movement of cash;
• expansion of a coverage of provision of services;
• decrease in labor input of payment processing.

Scheme of interaction

2015: IC "Accounting of Charges and Payments" v. 2.0

On July 30, 2015 the BSS Engineering company announced release of "Accounting of Charges and Payments" version 2.0.

Upgrade and improvement of a system it is connected with changes in the GIS GMP Federalnogo formats of Treasury.

In this version are implemented:

• interaction from GIS GMP on new formats 1.16.1;

• mechanism of transfer to the administrator of charges of the statuses of loading of charges to GIS GMP;

• return of up-to-date information from GIS GMP on each request of the Administrator of charges for the payment facts in the address UNP;

• forced handshake of charges by Administrators of charges as with the facts of payments which are available in GIS GMP and at their absence.

UNP version 2.0 is available to all regional customers of BSS Engineering company.
