OKSION All-Russian end-to-end system of informing and notification of the population

OKSION - The all-Russian end-to-end system of informing and the notification of the population during emergency situations. This system at the request of V. Putin is developed with 2007 and years and as of 2010 its financing reached already 1.83 billion rubles.

OKSION represents the federal organizational and technical system integrating the hardware and software of processing, transfer and display of an audio-and video information for the purpose of training of the population in the field of civil defense, protection against the emergencies (E), ensuring fire safety, security on water bodies and protection of public order, the timely notification and operational informing citizens on emergency and threat of acts of terrorism, monitoring of a situation and a status of law and order in places of mass stay of people on the basis of use of modern technical means and technologies.

The solution of the following main objectives is assigned to OKSION:

• reduction of terms of the guaranteed notification about emergencies;
• increase in efficiency of informing the population on rules of safe behavior at threat and occurrence of extreme situations;
• increase in level of readiness of the population in the field of health and safety;
• increase in level of a safety culture of life activity;
• increase in effectiveness of information influence for the purpose of the fastest rehabilitation of the population injured with emergency;
• increase in efficiency of monitoring of a radiation and chemical situation and status of law and order in places of mass stay of people.

For the notification of the population it is offered to place important information on the special terminals installed on streets and in premises. Except LED and projection screens, plasma display panels, mobile complexes are used. The LED screen with information is placed on one side the moving car. Each terminal is equipped with surveillance cameras and sensors of control of a radiation and chemical situation.

Terminals not only notify people, but also collect information, making shooting on an object on which something occurred. Video comes to the special center where it is processed and analyzed.

Creation of a system is performed since 2005 within the federal target program "Risk Reduction and Mitigation of the Consequences of Emergencies of Natural and Technogenic Character in the Russian Federation". OKSION includes 41 information centers providing functioning of 637 territorial complexes of informing the population through the whole country.

In 2013 Federal State Budgetary Institution ITs OKSION initiated work on upgrade of the Moscow segment of a system. According to the results of open auction the Technoserv company became the contractor of the contract.

Within the project works on upgrade of 95 points of informing and the notification of the population in places of mass stay of the people located in shopping centers, sports complexes, higher education institutions and objects of transport infrastructure (stations) of Moscow were performed. The companies became prime vendors of the equipment for the project LG Electronics and Cisco.

For information display 520 modern anti-vandal LED - the professional panels of the increased brightness of model 42WS50M expected work in mode 24х7х365 and industrial controllers (PC) MP500 in a short space of time made by LG Electronics for this project are used.

For upgrade of a telecommunication component of a complex the Cisco 2911R routers released in Tver based on global contract producer according to the arrangements on support of the innovative development of the Russian economy reached in June, 2010 at a meeting of the head of the company John Chambers with the Russian President D. Medvedev were used. In 2013 the Cisco 2911R router received the FSTEC certificate of Russia.

Let's note that the upgraded segment of the OKSION system received a number of new features, including a possibility of address display of content with a binding to the specific location of the displaying device, ability to integrate with the building life support system, control of a functional status of each LED panel. Use of modern technical means allowed to increase significantly quality of information display, flexibility and reliability of telecommunication nodes of terminal handlers, to lower a power consumption and volume of the used equipment.
