At the end of July, 2014 the mayor of Omsk Vyacheslav Dvorakovsky signed the order according to which since August the city administration completely passed to internal electronic document management.
According to the order, office correspondence between structural divisions of the city and also in them, should be conducted only electronically. It concerns, including, different protocols, the agenda, telephone messages and faxes, reports and many other.
The exception becomes only for those cases when paper documents are provided in the federal and regional legislation and also municipal legal acts, the decree says. Minutes of meetings of the commissions on implementation of purchases will also be kept on paper so far.
Implementation of EDMS in administration of Omsk began in 2010 within the Electronic Omsk program. Then system modules of CompanyMedia "Deloproizvodstvo", "Porucheniya", "Obrashcheniya grazhdan", "Zasedaniya", "Dogovory" and "Centre otchetov" were set in total in 600 workplaces of administration.
Based on a system processing of the entering and outgoing documents, accounting of legal acts and preparation of meetings and also mailing to the interested structures of acts and materials of a meeting of the board operating at the mayor were automated. Also exchange of electronic documents with the external organizations — City Council and the Government of the Omsk region was implemented.
During the EDMS project it was integrated with service of "one window" of the customer. The order of administration of October 27, 2011 of EDMS gives the status of a municipal information system. In 2012 a system was updated to the new version allowing the management of administration to use mobile jobs for Apple iPad tablets.
In 2013 EDMS functioned more than in 2300 workplaces in 32 structural divisions of administration and 9 state organizations of Omsk. During 2012 in a system more than 270 thousand documents and nearly 400 thousand instructions on them were created.
