Military continue to buy the protected Russian mobile phones on 115 thousand rub apiece

2017: Issue of devices on 115 thousand rub apiece to army commanders

At the end of February, 2018 information on what, the domestic protected mobile phones continue to issue to the army commanders allowed to documents of "special importance" (OV, the highest category of privacy in Russia) appeared. Devices worth 115 thousand rubles allow through civil cellular networks, including from abroad, to come to the ciphered lines of military communications of the Russian Federation. Estimates of experts of these devices differ.

Since 2017 the protected M-663C phones Atlas manufactured by Federal State Unitary Enterprise Atlas Scientific and Technological Center were issued to officers of a key command link of general armies and crews. Is declared, as the hardware and the operating system of these devices — completely Russian.[1]

The product is executed in the metalplastic body; it is equipped with sapphire shock-proof crystal and the rubberized pad. In addition to the color display, the MP3 player is even built in the device. Upon the demand of the customer the mobile phone should work at temperatures from minus 20 to plus 50 degrees (i.e., actually, under any weather conditions) and to maintain stay under water at least half an hour. Device weight — 130 g.

Key characteristic of the device is hardware cryptographic information protection — the block ciphering voice signals. The device works in normal networks GSM with SIM cards of MegaFon as only this operator has a license of STC Atlas for the encoded communication. Only the speech channel is protected. The SMS and other types of data transmission remain "open". In case of remote activation of the mode of loss through a cellular network the device provides the emergency erasing of encryption keys.

While some experts already said that means of protecting which the device is equipped justify its cost, improbable for the mobile phone, others are not so complete of optimism.

2016: Purchase of 700 phones for 80 million rubles or 115 thousand rub apiece

On March 31, 2016 it became known of plans of the Ministry of Defence of the Russian Federation for acquisition of phones protected from "wiretap". The cost of purchase will exceed 80 million rubles. Earlier department already bought such devices.

According to RIA Novosti with reference to information posted on the website of state procurements, the electronic auction announced by the Ministry of Defence assumes delivery of 700 Russian M-663C cell phones having high degree of protection against listening.

The winner of competition who will carry out on April 25, 2016 will have to supply this equipment to body No. 25801 till  October 25. Auction participation applications are accepted till April 18. The starting (maximum) price of the contract is 80.57 million wheels. Thus, the cost of one M-663C phone can be about 115 thousand rubles.

2015: Purchase of 1 thousand phones on 108 thousand rub apiece

In 2015 on the website of state procurements information  on purchase of the Ministry of Defence of 1 thousand M-663C phones on the price of 108.37 thousand rubles for one device was published. The supplier then it was selected by Federal State Unitary Enterprise Atlas Scientific and Technological Center which specializes in execution of works in the field of information security of federal authorities and security agencies.[2]

2014: Purchase of 30 phones for 3.1 million rubles

At the end of July, 2014 the Russian Defense Ministry signed the contract with STC Atlas of 3.162 million rubles on delivery of the special Bumblebee M-633C cell phones. Department is going to receive 30 such devices for the specified amount.

This purchase of M-633C became the largest one-time of the state procurements which are contained on the official portal.

2013: The Ministry of Defence purchased 28 phones

At the end of 2013 the Ministry of Defence purchased 28 similar devices.

M-633C is development of commercial model of GSM phone of STC Atlas of SMP-ATLAS/2 (on a photo) with cryptographic voice information protection

M-633C can work only with SIM cards of MegaFon or MTS which have the license of STC Atlas for the encoded communication. Overall dimensions of model make 110x40x18 mm, weight - 130 g. In phone the color graphics display is used. Accumulator capacity of M-633C is 1000 mAh. The device can work in a protect mode not less than 4 hours, in opened - for half an hour longer, and a standby mode - about 6 days.

So high price of phones is connected with the fact that they gather small batches under the order. On production of one small batch about 4 months can be required.

In addition to M-633C in the Ministry of Defence also other model of the cell phone of development of STC Atlas - M-500 which in the open mode also allows to perform regular functions of the GSM standard is used, and in a protect mode provides the guaranteed cryptographic voice information protection, containing a state secret.

M-500 model is compatible to the M-633C phone for communication behind closed doors. Among differences of M-500 from M-633C - larger dimensions and weight of the first and also smaller employment duration from the accumulator.

2010: The first purchases of the Ministry of Defence phone

In 2010 in Ministry of Defence Russia began to buy the Bumblebee cell phones.
