Project Objective:
providing public authorities and local government, legal entities and physical persons with up-to-date information about agricultural land, their squares, a status, degree of a degradirovannost and a meliorative status.
THE PERFORMED WORKS:
Key link of the created FSIS of AZSN is the centralized storage in which data are quickly updated by means of the customized system of replication with agrochemical services and become available via the cartographic web application placed on the Internet and serving for visualization and data analysis on agricultural subject. Access to the web application does not require a specialized software, rather normal web browser.
Users of the web application are given following features:
- viewing data of space shooting, special and thematic cards of the different detail level of agricultural orientation (types of grounds, types of crops, the reclaimed lands, degradirovanny farmlands, etc.);
- navigation according to the card, scaling;
- viewing information on the objects displayed on the card;
- object search on the set conditions: name of the locality, area, region or geographical coordinates;
- creation of reports on a status of farmlands at all detail levels (from a field to the federal district);
- the filter of fields on the basis of different criteria.
The data published on the central server of the Ministry of Agriculture of the Russian Federation are available to all categories of users — both for public servants, and for physical persons and legal entities.
For an exception of not authorized use of information for office use provided via the cartographic web application access control mechanisms are implemented.
For a possibility of operational collection of information about a status of agricultural grounds agrochemical services of the Ministry of Agriculture of the Russian Federation were provided with specialized tool kits (the additional panel "Tools of Agrochemical Service" for ArcGIS Desktop and the mobile the automated workplace (AW) for field agrochemical inspections).
The changes made by specialists of agrochemical services on places gather on the central server where there is a publication of data on agricultural grounds in the form of cartographic services.
One more important task solved by AZSN FSIS in addition to increase in efficiency of data-refresh in a system, is ensuring quality control of state-of-health data of the farmlands given by specialists of agrochemical services. Using automatic methods of check errors in circuits of farmlands, in their quantity and quality characteristics come to light, for example:
- lack of separate characteristics of fields (crop type, name of the area, etc.);
- mismatch of the entered characteristics to qualifiers and reference books;
- incorrect arrangement of objects or mismatch of circuits (the road runs in the middle of a field, borders of agricultural fields are crossed, etc.).
For ensuring relevance and coordination of data between organizations of agrochemical service and the Ministry of Agriculture of the Russian Federation data replication engines are implemented: the changes made to state-of-health data of farmlands on places (in agrochemical services), are sent in a central mass storage (in the Ministry of Agriculture of the Russian Federation) and become available to all users of a FSIS of AZSN.
As an additional source of information on a status of farmlands in a FSIS of AZSN data of space shooting (pictures from grouping of the RapidEye satellites) and also data of open sources are used. Pictures are provided on the set territory at the request of the user to the area of the working ArcGIS Desktop window and are applied to inventory of farmlands, condition monitoring of grounds and the solution of other tasks.
As a software platform for functioning of a FSIS of AZSN the ArcGIS for Desktop and ArcGIS for Server software products of Esri company and also own developments of Sovzond company ("Tools of agrochemical service") are used. "Tools of agrochemical service" are available at any level of the license ArcGIS Desktop and allow to execute quality control and replication of data both when using ArcView, and using licenses of higher level.
Results
Project implementation on creation of a FSIS of AZSN allowed to solve the following problems:
- provide to specialists of agrochemical services the automated instruments of input, editing and control of correctness of the agricultural land given on a status;
- provide synchronization of changes in the data which are carried out on places (in agrochemical services), with information in the centralized data warehouse (in the Ministry of Agriculture of the Russian Federation);
- provide online access of public authorities and local government, legal entities and physical persons to data of monitoring of use and a status of farmlands.
- The electronic atlas of the agricultural land is entered by Roskomnadzor in the Register of federal state information systems on February 7, 2013 at number 288 0296.
