Project Objective:

creation of the outline sketch GIS Federalnogo agentstva lesnogo hozyaystva (Rosleskhoz), one of key components of which was a Woods of Russia geoportal.

THE PERFORMED WORKS:

During outline design the prototype of the Woods of Russia geoportal for an internal circuit was created and also requirements of Rosleskhoz and the subordinated organizations to a geographic information system were defined:

• information storage, considered within activity of Rosleskhoz and the subordinated organizations, about space arrangement of objects: forest areas, local forest areas, quarters and also information from report forms of the state forest register (SFR);
• information visualization about a status and use of the woods in the form of cards of different thematic orientation;
• providing tools to the user for work with cards and solutions of different analytical tasks;
• the publication of information in internal and in an external circuit (Woods of Russia geoportal).

As the effective tool for visualization and data analysis about a status and use of forest fund within GIS of Rosleskhoz serves the cartographic web application — the Woods of Russia geoportal. The prototype of the geoportal is created on the example of the Moscow region and Khanty-Mansi Autonomous Okrug. Access to the geoportal is provided via standard web browsers (Internet Explorer, Google Chrome, etc.).

Results

Users of the web application are given following features:

• viewing basic topographic map, thematic cards with information on a status and use of the woods of the different detail level (state forest register, state inventory of the woods and also reports on use, protection and reproduction of the woods, cadastral registration);
• navigation according to the card, scaling;
• viewing information on the objects displayed on the map and also accompanying documentation;
• object search on the set conditions: name of the locality, area, subject of the Russian Federation, forest area or geographical coordinates;
• filtering of objects on the card by certain parameters (for example, selection of forest areas with the set minimum percent of amount of forests);
• creation of charts.

As the platform for functioning of the Woods of Russia geoportal and GIS of Rosleskhoz the following software products are used:

• ArcGIS for Desktop and ArcGIS for Server of Esri company — for display and the analysis of geospatial data;
• Microsoft SQL Server — for data storage.
