The Department of Labour and Employment of the population of the Kemerovo region implemented "PARUS Budget 8"

The department logs in executive bodies of the government of the Kemerovo region and is executive body of the government of the Kemerovo region of industry competence. The department performs the powers delegated by the Russian Federation in the field of assistance of employment of the population.

The Department of Labour and Employment of the population of the Kemerovo region passed to use of the unified information system of management in the centralized architecture. All 26 subordinated organizations received online access to the PARUS Budget 8 system placed on the server of department. A total quantity of users — more than 180.

Result

This solution allowed to unify accounting processes of department and its subordinated network in the field of financial and economic activity, including financial accounting, payroll, personnel management, including the public civil servants. The efficiency of collecting and quality of budget, financial and statistical reporting is seriously increased.

IT support of uniform departmental account policy and OLAP technology, implemented in a system, allow department to solve also a wide range of analytical tasks. For example, to carry out more detailed analysis of expenditure of the funds of the regional budget allocated for ensuring activity of subordinated organizations. Also using a system operational monitoring of a remaining balance of means on personal accounts of organizations for determination of economy and redistribution of financing on organizations and activities (social support of jobless citizens, assistance of employment of the population, voluntary resettlement of the compatriots living abroad, labor protection, etc.) is performed.

In addition to automation of financial and economic activity, a system provides monitoring of indicators of employment of the population. In particular, in a subsystem "Release monitoring" data on all organizations of area in which dismissal of employees is planned weekly accumulate. The reports prepared on the basis of collected data are transferred to an information system of Federal Service for Labour and Employment with which electronic interaction is implemented. Besides, the report "Operational information about a situation in labor market of the Kemerovo region" for the governor of the Kemerovo region including different indicators of unemployment and employment, their change in dynamics — by the systemically important organizations, monotowns, the industries, etc. is weekly generated. As a result of project implementation at the general decrease in labor input the efficiency of these processes increased many times.

The project is implemented by regional department of "PARUS Corporation" in the Kemerovo region.
