The city administration of Chelyabinsk starts a management system for state procurements

On September 29, 2014 the NORBIT company announced completed, together with LANIT-URALS company, by request of management of the municipal order of city administration of Chelyabinsk of the project of creation of a municipal information system for automation of purchases.

Project Tasks

At the beginning of the project of the party defined architecture of future municipal information system, according to regulations of Federal law No. 44-FZ "About a contract system in the field of purchases of goods, works, services for ensuring the state and municipal needs" of April 05, 2013.

Within works on creation InformSystems the regulations of purchasing processes according to the Law on a contract system and the selected management model purchasing process in the municipal entity are created.

Project Progress

In August, 2014 years partners started implementation. The stage of trial operation was completed.

A system controls all aspects of purchasing activity:

• collecting and consolidation of requests,
• formation of scheduled plans,
• intrasystem approval,
• consolidation and storage of reference and register information.

It is necessary to create a packet of the preconfigured report forms, the designer of reports, for creation by users of necessary forms without involvement of technical specialists.

Project Results

According to the plan and statements of partners in the project, on November 1, 2014 customers of the city of Chelyabinsk will begin to conduct purchasing activity by means of the created municipal information system in the field of purchases.

Natalya Zubkova, the Head of Department of own solutions of NORBIT company, noted: "Its labor input and identity became distinctive feature of this project for us. To us it was necessary not only to finish a prototype, but also to create essentially new system modules. It is a difficult, but interesting challenge which was solved and which, certainly, in the subsequent will contribute to the development of capacity of our State procurements platform.
