Concept of the unified information system of the Federal Migration Service of Russia

In October 2014, the head of FMSOleg Romodanovsky signed the concept of creating a unified information system of the department on the basis of the merger of the migration accounting system (GIS MU) and the departmental segment of the FMS system for the manufacture, execution and control of new generation passport and visa documents (GS PVDNP).

Work on two systems, which are planned to be combined into one, has been underway for several years. The establishment of the GISMU was approved by the government in February 2007. The system is responsible for accounting for foreign citizens working or staying in Russia for other reasons. The operator of the GISMU is the FMS itself , and the suppliers of information are the Ministry of Internal Affairs, the Ministry of Foreign Affairs , the FSB and the Federal Tax Service .

In turn, the development of the PVDNP PA, one of the largest IT projects in Russia, began in 2005. In 2007, the system was put into operation. It is intended to receive applications, manufacture, issuance and verification of chipped passports for Russians. Departmental segments of the system work in the Ministry of Internal Affairs, the Ministry of Foreign Affairs, the Ministry of Defense, the FSB, the Federal Migration Service, Rosgranitsa, etc.

Integration of GIS MU and GS PVDNP into a single information system will unite the strengths of the mentioned systems, reduce budget costs for their maintenance, increase the efficiency of using equipment and communication channels, the concept says. It follows from the document that it is planned to complete the integration of GIS MU and GS PVDNP in 2016.

As part of the integration of systems, it is planned to form an integrating infrastructure based on technical and technological solutions used in the GIS MU and GS PVDNP, and provide information and analytical support for the implementation of the state migration policy. The architecture of the system being created is two-level: the first level is territorial, the second level is federal. The creation of system elements is not provided at the facilities of the regional level of the FMS.

In parallel with the development and approval of the concept, the FMS also developed and discussed a government decree on the approval of the provision on the state system of migration and registration accounting, as well as the execution, manufacture and control of the circulation of identification documents and identity documents - GS MIR. The public discussion of the document was also completed in October 2014.

The resolution distributes powers between various departments for the creation and development of the system, approves departmental segments of the system with a description of the functions they automate, and also regulates the interaction of system participants.
