On November 5, 2014 it became known of creation and start of the portal of rendering public services "My documents", implementation of an information system of automation of work of regional MFC of the Kaluga region. The project is implemented by IT Departmental Systems company.
Project Results
The information system developed by IT Departmental Systems company on the basis of the IC "Poltava MFC" automates all business processes of the center, including work with the portal and an electronic queue. A system is customized for interaction with all main services of the electronic Government of the Russian Federation:
- unified identification and authentication system,
- IAS OF "MKGU",
- uniform portal of rendering state services,
- register of public services,
- system of interdepartmental interaction,
- universal electronic card.
By means of integration with a Unified identification and authentication system, the MFC operator can create an account on the portal of rendering state services for any applicant who came to MFC. Such opportunity is useful to citizens who, for example, have no continuous access in the Internet or work with the computer represents for them complexity. Further it will lead to expansion of a circle of the people receiving services in electronic form, and promoting of modern services.
Oleg Gubin, the head of information technology of MFC of the Kaluga region, reported: "The automated system developed by IT Departmental Systems company allowed to perform integration with the systems of regional departments, to be built in process of interdepartmental interaction and to pass from "manual" document handling to electronic. The AIS MFC provides reliability of data transmission and rendering public service. A system is easily scaled depending on necessary quantity of jobs and is adaptive, allows to react quickly and flexibly to changes of the legislation. Besides, system implementation does not require big time expenditure, and the simple interface allows each employee of the center to master quickly work with it".
Integral part of the project − the MFC Kaluzhskoy portal of the region where the applicant can obtain information on rendering services.
In addition, the office MFC is equipped with an electronic queue and the system of prerecording on acceptance in the center of rendering state services. Solutions are developed by IT Departmental Systems company. Systems are integrated among themselves and I help to distribute load of operators. In the nearest future uniform "electronic queue" of the region on the portal will become available to residents of the Kaluga region. It will be offered to applicant to select the nearest branch MFC, the necessary authority rendering service, etc.
Dmitry Razumovsky, the minister of development of information society of the Kaluga region noted: "New MFC corresponds to all recommendations of the Ministry of Economic Development for the centers of rendering state services, and our region one of the first implemented the new concept of the multifunction centers. It is very important for us that services in electronic form became more available and, we hope that it will expand a circle of users of both MFC, and the portal and will simplify interaction of citizens with authorities. Now the centers of rendering state services are built in the system of rendering services in electronic form, and it is an important step on the way of creation of the uniform electronic government both the region, and whole country. Besides, both decrease in budget costs, and reduction of holding time of citizens is of great importance".
