Keysystems implemented "Property SMART" in the Ministry of the property relations of Murmansk region

On November 17, 2014 Keysystems company jointly^[1] with the Public regional budgetary institution "Property Treasury of Murmansk Region"^[1] implemented the software package "Property SMART" in the Ministry of the property relations of Murmansk region.

Goals and Objectives

The software package is intended for process automation of operational accounting, processing, storage and control of data on use of the land plots which are in state-owned property of Murmansk region and subjects to reference to state-owned property of Murmansk region and also registration, maintaining and accounting of Agreements, including calculation of cost of the rent, accounting of the rent, calculation of a rent receivable, charge of a penalty fee and penalties using WEB Technology, means of the EDS and enciphering, for the purpose of improvement of accounting treatment for the regional property set by regulatory legal acts of the Russian Federation and the legislation of Murmansk region.

Project Progress

In the project progress the following business processes will be automated:

• accounting of the land plots;
• accounting of participants of the land relations;
• accounting of restrictions and encumbrances, including the public and private easements set on the land plots;
• accounting of procedures of a design, the termination and restriction of land rights, withdrawals, including by the redemption;
• formation of analytical reports;
• registration, maintaining and accounting of Agreements, including calculation of cost of the rent, accounting of the rent, calculation of a rent receivable, charge of a penalty fee and penalties;
• administration of receipts from use of the land plots;
• information exchange with GIS GMP, body of the cadastral registration (Rosreestr) and also with the EDMS system of the Federal Treasury Department across Murmansk region, etc.

Project Results

Project implementation will allow all specialists of the Ministry of the property relations of Murmansk region to have the uniform centralized information warehouse about the land plots which are in state-owned property of Murmansk region for its sharing and processing in course of execution by specialists of the powers.
