Agency of credit guarantees

The joint-stock company "Non-bank deposit credit institution "The agency of credit guarantees" is founded by the decision of the Government of the Russian Federation No. 740-r of May 5, 2014.

The agency is competence center and a core of a national system of the warranty organizations with the right of implementation of the set list of banking activities (the license of June 26, 2014).

The agency of credit guarantees" is the only founder of Joint-stock company "Non-bank deposit credit institution "Rosimushchestvo with assignment of powers of the shareholder on the Ministry of Economic Development. The authorized capital of the Agency created at the expense of means of the federal budget is 50 billion rubles.

The current activity of the Agency is concentrated on the conclusion of agreements on cooperation with Banks of Russia and the regional warranty organizations and providing within agreements of the state warranty products on the obligations of subjects of small and medium business following from loan agreements and to obligations of the regional warranty organizations for agreements of guarantees to banks according to credit obligations of small and medium-sized businesses (MSP).

Key purposes and activities of the Agency: 1. Accomplishment of problems of the Federal guarantee fund. 2. Providing to small and medium-sized businesses (MSP) of bank guarantees / counterguarantees on credit and other debt obligations. 3. Increase in level of availability to subjects of MSP of investment and other business loans. 4. Minimization of warranty and credit risks by means of their separation with the warranty organizations of regions, banks and other credit institutions. 5. Stimulation of banking organizations for improvement of terms for crediting. 6. Creation of a system of complex warranty support of MSP.

Strategic objectives of the Agency and the created national warranty system are assistance to development of the sphere of MSP, increase in a share of subjects of MSP in investment volume and structure of economy of Russia, increase in quantity of high-performance jobs and also assistance in implementation of the priority directions of economic policy of the state and regions.

In view of weak investment financing of the sphere of MSP, including due to attraction of credit resources, activity of the Agency is intended to change essentially the developed disproportion between conditions, volumes of crediting and real requirements of MSP. The volume of the provided guarantees planned by the end of the year should be 51.2 billion rubles, and in total with guarantees of regional funds – about 180 billion rubles. In the long term the next 5 years the volume of warranty transactions within a national warranty system should increase to 580 billion rubles.
