City administration Rostov-on-Don (ADC-Planning)

The management system for municipal finance (the project was implemented by City administration of Rostov-on-Don together with "Budget and Financial Technologies" Company) provided sales opportunity in the city of a system concept of the Ministry of Finance of the Russian Federation "Electronic budget" by development of already proved electronic mechanisms.

So, within a single system of management of city finance the organization of budget planning using mechanisms of program and target budgeting is performed using an automated system of "ADC-Planning". At the same time strategic priorities of development of the city are closely coordinated to the planned budgetary appropriations that promotes increase in transparency and predictability of budget policy. Efficient use of budgetary funds is reached by means of use of the new managerial tool – project management in municipal programs.
