Information technologies

• In 10 technoparks more than 400 thousand square meters on which 18 thousand jobs were organized are constructed. There is to the final stage a construction of territorially isolated innovation center "Innopolis (Special Economic Zone)" in the Republic of Tatarstan with technoparks of the special economic zone and the Russia's first specialized university in the field of information technologies and robotics. • The small IT companies actively use an opportunity to apply the lowest rates of insurance premiums in state non-budgetary funds, deducting no more than 14.2% from wage fund. In 2014 the state accreditation which grants the right to the lowered rates of insurance premiums was received by 1794 companies — record quantity for all years of action of a procedure for granting of privileges. • The order of attraction to a labor activity is simplified by the accredited IT companies of highly qualified foreign specialists.

• Target figures of acceptance on IT specialties in universities are increased by 35%.

Telecommunications

• Technology neutrality for networks 4G (LTE) began to work with the most popular frequency ranges: 450 MHz, 900 MHz and 1800 MHz.

• The first 4G network (LTE) working in the range of 1800 MHz on the basis of the principle of technology neutrality was started.

• In February, 2014 the Russian President Vladimir Putin signed amendments in the federal law "About Communication" within which existence of fiber lines of communication in 14 thousand localities numbering from 250 to 500 inhabitants is guaranteed.

• Uniform rules of rendering telephone services are approved.

• Changes are made to the rules of rendering UUS directed to quality improvement of rendering and level of availability of universal services. Now access to communication services with a speed not less than 256 Kbps, and till July 1, 2016 — not less than 2 Mbps should be provided to the subscribers using means of collective access without the equipment. The possibility of data transmission on customer premise equipment of the subscriber with a speed not less than 10 Mbps should be provided to the subscribers using access points.

• In December, 2014 telecom operators submitted the first project on joint deployment and operation of 4G networks (LTE) in 36 regions of Russia. The project significantly increasing cost efficiency of work of operators and availability of communication in the subjects of the Russian Federation became possible thanks to completion of work of the ministry of preparation of the corresponding regulatory framework.

• Start and commissioning of four spacecrafts (Express AM5, Express AT1, Express AT2 and Express AM6) intended for solving of tasks of distribution TV and broadcastings, ensuring direct telecasting, mobile presidential and government communication, broadband access in the Internet, granting a packet of multiservices is successfully performed.

• On January 1, 2015 became effective the order prepared in 2014 approving new requirements to an order of input of networks of telecommunication in operation. From now on commissioning of communication networks became possible without earlier obligatory examination of projects. New rules will accelerate process of construction and delivery of communication networks in operation that in turn will increase the speed of penetration of broadband access into the Internet and will promote elimination of digital inequality.

• Uninterrupted providing communication services on the leading actions of the state value, including the XXII Olympic winter Games and the XI Paralympic Winter Games to Sochi, the Fourth Caspian summit in Astrakhan, the Russian stage of the World Cup of the races "Formula One" and World Cup in a car racing of the GP2 and GP3 series to Sochi, a match for a rank of the World chess champion in Sochi is provided.

• Video broadcast of works on construction of new housing in small and hardly accessible localities of the Far East for the citizens injured with a large-scale flood of 2013 is organized and carried out online.

• "The technique of quality evaluation of services of mobile radio telephone communication" is approved. The technique is developed for the purpose of standardization of rules and requirements when holding actions for quality evaluation of services of mobile radio telephone communication that will allow to obtain the objective information for quality evaluation of communication services and a possibility of the choice of service provider. The technique allows to estimate parameters of quality of voice services, deliveries of SMS messages, data transmissions provided by different telecom operators.

Media

• 82.8% of the population of the country are covered by broadcasting of the first multiplex and can accept 10 broadcasting channels in digital quality. Growth in a year was 4.9%.

• More than the number of citizens of Russia who can accept the second multiplex increased by 40%.

• 60% of citizens of Russia are available services of broadband access — so many Russians are able to accept a telesignal of high definition.

• 14 thousand hours of radio TV-programs and movies are supplied with the hidden subtitling for the people having problems with hearing.

• On obligatory public national TV channels the share of children's, youthful and educational transfers increased in comparison with 2013 by 2.4% and made 17.1%.

• Today 62% of the population of the country use the Internet. In a year the number of Internet users increased by 2.5 million people.

• In Internet economy over 100 thousand new jobs are created. In the companies and the organizations relating to the Internet markets, including the independently employed people, about 1.2 million people work. At the same time labor productivity in the Internet sphere grew almost by 20%.

• The number of the Internet users buying legal content increased by 4 million people and was 12 million people.

• The volume of the Internet markets with electronic payments exceeded 1 trillion rubles that makes 1.6% of GDP of Russia for 2013.

• The volume of the Internet and dependent industries was 10% of GDP of Russia for 2013 that equally in 6.7 trillion rubles. 6 million people began to work at the Internet and dependent markets that is 1 million more, than a year ago.

• In 2014 citizens submitted over 139 thousand addresses with complaints to content on the Internet posing hazard to life and health of children, from them 41.7 thousand records were recognized dangerous and deleted from network. Access to six thousand dangerous Internet resources is blocked.

Electronic government

• The network of 4355 service centers covering 83 subjects of the Russian Federation is organized. The centers make confirmation of the identity of users of the portal of state services. In 5 months 2014 the procedure of confirmation of the personality was undergone by more than 277 thousand users of the portal.

• The beta of the portal of state services, http://beta.gosuslugi.ru, with the updated interfaces for receiving a number of priority state services on which 14 schedules of process optimization of their providing were approved is started.

• The new design and new functionality of mobile applications of "Gosuslugi" for three mobile platforms is implemented.

• The possibility of providing regional services in reception of applications, registration and transfer of children in educational institutions on EPGU, irrespective of location of the applicant is implemented.

• There is developed and underwent public discussion the Concept of development of user interfaces, "The open platform" which will allow to provide state services on external, is relative EPGU, portals and the websites of federal and regional executive authorities and also — the websites of the entrusted partners that considerably will broaden number of channels of access for citizens to use of state services.

• There is developed and underwent trial operation the federal state system of the pre-judicial appeal of failure to act of officials when providing state services.

• The system of fight against electronic fraud Independent registrar earned from electronic auctions by the state order. A system will allow to control everything the actions made by participants, customers and operators connected with electronic biddings and will fix all process of biddings and to provide materials on requests of regulators at emergence of disputable situations.

• The first agreements with pilot territorial subjects of the Russian Federation on participation in the GIS of Housing and Public Utilities system (The Tula and Ivanovo regions) are signed. A system will allow citizens of Russia to obtain reliable information about services, rates and charges, and to authorities to make the weighed management decisions. The sense of creation of "GIS of housing and public utilities" is in that instead of the numerous websites with separate information to create the unified information system of housing and public utilities integrated with the portal of state services. • State agencies acquired the right to use a single network of data transmission which is applied to providing the public and municipal services.

Mail

• The concept of development of a mail service until 2020 and the development strategy of the enterprise until 2018 are developed for determination of the main directions of development of a mail service in the Russian Federation and reforming of FGUP Russian Post respectively.

• Acceptance by the State Duma in the first reading of the bills "About a Mail Service" and "About Making Changes in Other Legal Acts of the Russian Federation" in connection with adoption of the specified law is provided.

• Development and entering into the State Duma of the bill of features of incorporating Russian Post is provided.

• Together with Federal Tariff Service making changes in the provision "About State Regulation of Rates for Services of Public Telecommunication and a Public Mail Service", allowing to display services of bulk mailing from under tariffing is provided.

• New rules of rendering services of a mail service according to which there is an opportunity to send the non-registered and registered mail electronically are approved.

• Regularly plying railway mail structure, the first in the history of Russia, which completely consists of cars of Russian Post was started.

• The second year in a row Russian Post successfully copes with the increasing loading during the peak New Year's period on which the greatest number of the international mailings traditionally fall.

• Russian Post increases an indicator of observance of control terms of transfer of written correspondence. So, in the third quarter 2014 in Moscow it exceeded the standard in 90%.
