On March 3, 2015 it became known of an implementation project of EDMS Matter in the Government of the Karachay-Cherkess Republic. Integrator in the project Business of IT company[1].
Project Tasks
Earlier the government of the Karachay-Cherkess Republic used the solution "Gran-dock" - the electronic document management system implemented on the Web Universus platform of NPP Granit-Center. But the functionality and system performance not completely corresponded to requirements and requests of department.

"The difficult interface and rather labor-consuming support of the program constantly caused inconveniences to the employees, - Francesca Astejeva, the deputy manager of administration of the head and the Government of KChR, the head of department of documentary providing the head and the Government of KChR noted. - In our region there was no partner of developer company, there was practically no technical support. For these reasons we actually had to refuse work in the program. At the same time in connection with growth of volumes of documents at us need for such electronic document management system which completely would satisfy to our requirements ripened and conformed to all regulatory requirements of office-work of the state organizations".
Project Progress
The project began in December, 2011, after replacement of licenses of a system "Gran-dock" on EDMS Business on the program of migration from EOS Group. The Business of IT group became the partner in implementation of EDMS.
Within the first stage jobs of staff of Management of documentary providing the Head and the Government of the Karachay-Cherkess Republic and the employees responsible for record keeping in structural divisions of Administration of the Head and the Government of the Republic are automated.
The workplace for the translation of paper documents in an electronic form is organized. Since February 1, 2012 Administration of the Head and Government of the Karachay-Cherkess Republic passed to the electronic workflow system.
At the second stage of the project Case and 22 jobs of a subsystem "The head's portfolio" are put into operation of 39 jobs of a system.
Within the second stage the subsystem Process management and the server of a subsystem "Delo-Web" is implemented. These actions helped to connect to EDMS of the Government of KChR all industry and territorial authorities of the Karachay-Cherkess Republic. About one workplace was provided to each executive authority and all Administrations of municipal districts and city districts of Karachay-Cherkess Republic for exchange of documents with Administration of the Head and the Government. The second stage of implementation is completed in February, 2013.
In parallel with implementation works provided training of staff of administration.
Project Results

Implementation of EDMS Case, by estimates of representatives of department, significantly increased efficiency by means of automation of registration, processing and operational passing of documents, thanks to continuous control of execution of management decisions from the management. Paperless document flow made work as more operational. Terms of preparation of answers and consideration of requests by executives in charge are considerably accelerated, paper use is minimized.
Using a mobile subsystem heads of the Republic have online access to up-to-date information, it considerably increases quality of the made decisions.
