UGMS of the Republic of Tatarstan completed system implementation of collecting of hydrological information

On March 10, 2015 the Technoserv company announced end of the complex project on creation of the Center of collecting, processing and transfer of hydrological information for Federal State Budgetary Institution Management on Hydrometeorology and Monitoring of the Environment of the Republic of Tatarstan.

Project Progress

The project is implemented within the FTP "Development of a water management complex of the Russian Federation in 2012-2020".

Within the project for Federal State Budgetary Institution UGMS Respubliki Tatarstan Technoserv upgraded hydrological network of observations of 33 hydrological posts conducting hydrometeorological observations on water bodies and waterways of the Republic of Tatarstan according to the program of observations of Roshydromet. Posts are located across all territory of the Republic and on one in the Republic of Udmurtia and the Republic of Chuvashia. From them 21 – river (drain) and 12 – lake (urovenny). Posts are evenly located on all main river basins of the Republic of Tatarstan. Hydrological posts study the hydrological mode of water bodies, measure quantity and quality hydrological characteristics.

Within the contract, on each of posts Technoserv created the automatic hydrological complex (AHC) intended for operational obtaining information on level and water temperature, temperature, humidity and pressure of an atmospheric air, quantity and intensity of precipitations, heights of snow cover. One hydrological post is equipped with a water quality monitoring system. This complex is intended for the automated control of pollution of surface waters. Are created by AGK using the equipment of the Finnish company Vaisala Oyj.

"The operational information arriving from the hydroposts located on the main and flood-prone water bodies on all Republic hourly comes to the Center of collecting, processing and transfer of hydrological information located in Federal State Budgetary Institution UGMS Respubliki Tatarstan. The acquired information will be especially valuable during development of a spring high water and floods. All interested organizations, including the Ministries of Emergency Situations making operational decisions will be able to trace a status of water bodies online", - Sergey Zakharov, the chief of Federal State Budgetary Institution UGMS Respubliki Tatarstan noted.

The company contractor developed the specialized software (software) helping to receive and process quickly hydrological information with AGK of a miscellaneous tapa and different producers. As a result of work software, data with AGK in the automatic mode come to the Center of data collection of Federal State Budgetary Institution UGMS Respubliki Tatarstan in processing system of primary operational information, storage of archive of data arrays and data exchange with other systems of department for their further analysis.

Functionality of a system:

• journalizing of data exchange with AGK;
• database maintenance of hydrological observations;
• monitoring of receipt of these observations from hydroposts;
• data access of observations for the adjacent systems;
• remote control production of observations of AGK (installation of critical values, management of the period of observations, management of the data transmission period, etc.);
• processing of operational these hydrological observations (data analysis of observations, preparation of reports and so forth).

Project Results

Within the project for Federal State Budgetary Institution UGMS Respubliki Tatarstan the mobile hydrological laboratory for field hydrometric works on water bodies of any complexity is created.

Yulia Krzheshovskaya, the head of department of the state agencies of department on work with government institutions of Technoserv company, noted: "In a project deliverable, executed by Technoserv, the single full-fledged automated system of collecting of hydrological information equipped with the automatic and automated devices and the equipment, rescue means, means of communication and all necessary stock, equipped with the reference equipment, a modular easily combined hangar and having mobile hydrological laboratory and motor transport is created. All this allows to tell with confidence that Federal State Budgetary Institution UGMS Respubliki Tatarstan it is armed with the most modern technologies for accomplishment of the important tasks of Roshydromet directed to the benefit of inhabitants and economy of the republic".
