BARS GROUP implemented a software package "BARS. Energy efficiency" in the Sakha (Yakutia) Republic

March 20, 2015. The BARS GROUP company reported^[1] the BARS^[2] about implementation of a software package ". Energy efficiency" in the Sakha (Yakutia) Republic. State budgetary institution of the Sakha (Yakutia) Republic "Republican agency of energy resources saving" acts as the customer.

Goals and Objectives

A system is directed to the solution of a large number of tasks: monitoring of indicators of energy efficiency of the organizations, target indicators municipal and republican programs; the analysis of structure of consumption of fuel and energy resources, balances development consumption, compliances to limits, equipment of PU, condition monitoring, equipment, indicators of development of objects of energy industry and actions on objects (repair, reconstruction, etc.); formation of investment projects for implementation of power service contracts.

Result

The solution "Energoinventarization" allowed to conduct power profiles of organizations (budget, the housing sector, the enterprises, etc.) both technical and power characteristics of buildings/constructions, to keep track of dynamics of change of indicators. Using analytical tools of the solution it is possible to reveal objects with a potential of energy saving and to count standard actions for energy saving.

On the basis of these data in a subsystem Investment projects formation of investment projects in the field of energy efficiency and energy saving of the region for planning of expenses and payback of budget costs and attraction of the off-budget investments is performed. A system provides complete information and business maintenance of formation, editing and approval of investment projects, improving, including, interaction with power service companies and investors.

The subsystem of "The program of energy saving" allowed to systematize maintaining and control of program implementation of energy saving of all levels - republican, municipal, industry, organizations. A key purpose of a subsystem – operational monitoring of achievement of target indicators of programs and implementation of program actions.

For the purpose of operational collecting and formation of the reporting (software of the Russian Federation No. 20 of 1/25/2011, the order of the Government of RS (Ya) of 5/27/2011 No. 544-r, etc.) regulated by the federal and local legislation the subsystem "The regulated reporting" in which intuitive instruments of filling of the reporting for organizations and local government authorities are presented was implemented. Automatic instruments of systematization and the analysis of the reporting allow heads of self-government institutions, industry ministries and State Budgetary Institution RS (Ya) RAER to perform monitoring of indicators and to provide the final reporting on federal level with the minimum labor costs.

The basic functionality of a system in the republic was expanded a subsystem "Monitoring of objects of energy industry" - the complex monitoring of characteristics of the equipment of objects of generation and distribution of energy, indicators of development, a holiday and data on the connected objects allowing to carry out the operational analysis of fuel and energy balances and the actual losses by a specific object, the municipal district or the region in general. Accounting, planning and monitoring of implementation of upgrade, repair, reconstruction of objects of energy industry is a separate priority task of State Budgetary Institution RS (Ya) RAER which are also solved in this subsystem.

In addition, since 2011 in the region the Monitoring of Housing Stock system with which integration allows to update information on housing stock functions. Now EIIAS ZHKU which is a source of data on the volume of consumption of fuel and energy resources and their suppliers is implemented. Besides, at the level of management companies and administrations of municipal entities information systems for remote collecting of indications from metering devices with which it is conducted works on connection to a system are implemented (2 main ICs are connected). Also primary information on objects of utility infrastructure is loaded into a system. Full connection to work of all budgetary institutions, administrations, the resource supplying organizations, management companies is planned.

At the moment about 4 thousand budgetary institutions are brought to a system, data on 20 thousand apartment houses, including with data from the operating dispatching systems are loaded.

The effect of implementation of program service is gained as a result by all market participants. For bodies of the regional power it consists in management of programs of increase in power efficiency, monitoring of fuel and energy balances, decrease in budgeted expenses on TER and the investment attraction on actions. For management companies in housing and public utilities is the investment attraction on development, for suppliers – object management of energy industry and ensuring transparency of interaction with OGV, for investors – risk reduction and preparation of large projects with high profitability of investments, and for citizens – decrease in payments for housing and communal services.
