CIT of Tula region completed implementation of techniques of efficiency evaluation of IT services

On May 4, 2015 it became known of project completion of implementation of a technique of efficiency evaluation of IT services in "The center of information technologies" of Tula region. The project was executed by the Omniway Company company OmniWay[1].
Project Tasks
Efficiency evaluation of rendering services should correlate directly with such indicators as planned and actual costs on services, agreements and works. It demanded to enter a number of additional architectural concepts to the existing structure. Among them – implementation of process of management of works for accounting of all carried-out tasks and implementation of process of accounting of labor costs for correct distribution of wage fund. For efficiency evaluation it was decided to use a method of the mastered volume (Earned value analysis). This method is applied to projects and also agreements with customers and contractors. Planned targets are added by responsible managers whereas actual costs are calculated proceeding from records about the labor costs carried for the works implementing service.

Project Progress
"Implementation of a technique of efficiency evaluation of IT services took half a year. It was laborious and rather painful work which demanded efforts from all services involved in the project and the considerable reorganization existing and long ago the working processes", - Artur Kontrabayev, the minister of informatization, communication and questions of open management of Tula region told.
Project Results
Within the project reengineering of the operating operational processes is carried out, actions for consolidation of the services given the directory, their import to the automation system of IT processes are executed. Implementation of processes of accounting of labor costs and management of works revealed need of review of a number of the metrics existing in the organization, including those that are used in the system of motivation of personnel.
