Rostec made friends with Huawei and makes mega-purchase

At the end of April, 2015 RT-Inform^[1] to providing to it in lease of computer aids with the right of the subsequent redemption announced an open competition. The starting price of the contract is about 516 million rubles, and it is required to transfer to the enterprise the equipment till August 1.

It agrees competitive terms of reference, the main part of the rented equipment is made by products of Huawei: the equipment for the organization of a wireless local computer network (access points, a system for control of points, switches, etc.), servers, network equipment and sets of spare parts for servers, server chassis, storage systems, virtual tape libraries.

In addition to the equipment of Huawei the equipment for mobile device management of Infotecs, an information security system Code of Security, the hardware identifiers "Alladin RD", gateways of security Check Point, more than 600 terminal stations Kraftway and the environment of virtualizationOpenStack is a part of delivery.

Preference explained to the equipment of Huawei in Rostec TAdviser with the fact that at the current political situation and the applied sanctions against the enterprises working in the Russian Federation it is required to consider use of the equipment of the western vendors attentively.

"From attendees at IT market of producers the equipment of Huawei proved at the level of the leading western solutions (HP,IBM,EMC and so forth) on performance, fault tolerance, technical support. With respect thereto the decision to use the equipment of Huawei was made", - told TAdviser in state corporation.

Rostec with care treats use of solutions of the western vendors in the developed political situation

Representatives of Rostec added that they considered the equipment of other producers, but the most full range of infrastructure solutions (telecommunication equipment, the server hardware,DWH and so forth) in compliance with the made technical requirements the Huawei company has.

The choice of the unusual scheme of purchase (lease with the subsequent redemption) in the company explained TAdviser with the fact that purchase of the equipment assumes the considerable one-time financial investments which often cannot be provided without attraction of external financing. The lease mechanism with the subsequent redemption allows to avoid attraction of external financing, but at the same time to receive the equipment in use with the subsequent transition of the property right.

The source of TAdviser close to one of the enterprises of defense industry complex says that FSB which does not recommend to use it in the field of a MIC is dissatisfied with the equipment of Huawei. In this occasion it was not succeeded to receive from FSB of comments. Rostec did not disprove existence of recommendations, but noted that "today no prohibiting letters to Rostec from regulators arrived". Added to state corporations that at equipment procurement are guided "exclusively by import substitution tasks, the restrictions connected with sanctions and economic feasibility".

The Russian representative office of Huawei told TAdviser that do not locate data on questions from FSB. Added to the companies that solutions of Huawei for the Russian market undergo all allowing procedures and receive necessary certificates in accordance with the legislation of the Russian Federation.
