Subsidies for payment of premises and utilities

A system on payment of subsidies for payment of premises and utilities provides a full stroke of work of authorized body on providing subsidies.

Subsidies are provided according to Article 159 of the Housing code of the Russian Federation and Order of the Government of the Russian Federation No. 761 of 12/14/2005. "About providing subsidies for payment of premises and utilities".

Functionality of a system

1. Database maintenance of receivers of a subsidy.

8. the Automated suspension, the termination of providing a subsidy on the basis of the data on debt which arrived in electronic form from management companies and suppliers of utilities.
9. the Automated suspension, the termination of providing a subsidy in case of change of family composition.
10. Automatic formation of pay documents for unloading in treasury or an information system of financial body, including formation of summary requests for payments through banks for the register, through the delivery services of pensions and benefits.
11. Automatic detection of amount of remuneration to banks for transfer of money into accounts of citizens, to the delivery services of pensions and benefits for delivery of money to receivers.
12. Carrying out before payment of subsidies of automatic control of banks from which the licenses are revoked or bank details were replaced.

• Management companies (obtaining data on the added rent and debt on payment of services, a registration on the residence and family composition);
• Authorized body on payment of compensations for expenses * (data on the added compensation amount of expenses on payment of premises and utilities).

1. the separate information system on interdepartmental interaction as the authorized body requests all necessary data directly in a system is not required.

4. Operational obtaining information provides the timely termination of payments of subsidies that excludes an overpayment of budgetary funds.

The archive of personal affairs of receivers of subsidies which is built in a system

1. the Electronic archive allows to reduce the volume of paper document flow.
2. Personal electronic case is available in full to specialists of authorized body on any collection point for citizens that provides reception of citizens, mobile and independent of the location of paper archive.
3. Access to electronic case reduces time for service of citizens that increases efficiency of authorized body.

Possibility of providing service in electronic form

1. a System provides acceptance and processing of applications for providing subsidies in electronic form from the Portal of the public and municipal services (CCGTs) and from the Regional portal of the public and municipal services (RPGU).
2. the separate information system for obtaining statements with the CCGT, RPGU is not required.
3. Reception of applications with the CCGT, RPGU directly in a system provides efficiency of adoption of statements and providing public service to the applicant.
