Elpas

the modular software platform intended for automation of work in the field of housing and public utilities of administration of municipality, UK, condominium and also regional executive authorities, the regional operator of an overhaul, the state housing inspectorate

A large number of modules which cover is composition:

• Fulfillment of requirements of the Order of the Government of the Russian Federation of 12/28/2012 No. 1468 regarding formation of electronic passports of apartment houses and objects of utility infrastructure by the reporting organizations, signings by their electronic signature and transfers to Administration of the municipal entity.
• Fulfillment of requirements of the Federal law of 12/25/2012 N 271-FZ regarding accounting and charge of contributions to an overhaul of a common property in apartment houses.
• Fulfillment of requirements of Article 20 of the Housing code of the Russian Federation and the Federal law of 12/26/2008 No. 294-FZ regarding conducting scheduled and unscheduled inspections and also regarding licensing of activities for management of apartment houses.
• Fulfillment of requirements of Article 159 and Article 160 of the Housing code of the Russian Federation regarding the organization of activity of staff of authorized bodies for providing subsidies and compensation for expenses on payment of premises and utilities at the expense of means of the corresponding budgets.

Logical structure of the Elpas platform

The project is implemented with assistance of the Internet Initiatives Development Fund (IIDF). In November, 2013 the Elpas platform was submitted to the Russian President V.V. Putin, received from him positive assessment and was sent for assessment and use to the Ministry of Construction, Housing and Utilities of the Russian Federation. According to the results of consideration in the Ministry the Elpas platform is recommended "for implementation" to all regions and municipal entities.

By this moment the project is in different stages of operation more than in 20 municipal entities of the subjects of the Russian Federation (for example, in Yekaterinburg, Saratov, Irkutsk).

1. Module "Electronic Passport"

According to the Order of the Government of the Russian Federation of December 28, 2012 No. 1468 (further – the Resolution), local government authorities need to provide a possibility of monthly providing electronic passports with parameters of apartment apartment houses and also data on objects of utility and engineering infrastructure for managing directors of apartment houses of the organizations and the resource supplying organizations (further – the reporting organizations).

General principles of work

The module is the Internet portal consisting of the following parts:

• The section for administration of municipality
• The section for the reporting organizations.

Service model of the Elpas platform

The module is intended for formation of electronic passports by the reporting organizations, signing by their electronic signature and transfers to Administration of municipality. The format of files and data which are contained in electronic passports are strictly defined. Electronic passports when receiving are automatically checked on the party of Administration of municipality. If in the passport errors are found, data on errors return in the automatic mode to the reporting organizations for correction and repeated loading.

Functionality

The module "Electronic Passport" provides the following functionality for the staff of municipality:

• Maintaining the list of the reporting organizations.
• Receiving and check of correctness of filling of electronic passports of apartment houses, apartment houses and data on objects of utility and engineering infrastructure
• Work with notifications on change of the list of houses / list of services with scans of supporting documents from suppliers.
• Multi-user and role model of data.
• Maintaining analytical statistics on electronic passports (monitoring of providing passports).
• Formation of technology electronic documents (about obtaining the passport from the supplier, about existence of errors in the passport), their signing and sending to a supplier address.

The module "Electronic Passport" provides the following functionality for employees of suppliers of utilities:

• Viewing the object list on which this supplier reports.
• Formation and transfer to the address of municipality of the notification on change of the list of houses or the list of services with scans of supporting documents.
• Loading of the created electronic passports or direct formation of electronic passports on the Internet portal, their signing and transfer to municipality.
• Obtaining information on the number of the sent and undispatched passports for the selected period (whether all data and on all are provided to objects).
• Registration / blocking of users of the supplier.

The module "Electronic Passport" can be expanded the following functions:

• Exchange with suppliers of agreements on interaction electronically.
• Automatic formatno-logical control of the electronic passports received from suppliers.
• Automatic signing of technology electronic documents means of the qualified electronic signature.
• Formation and transfer of declarations/messages to all suppliers, or certain supplier group.
• Partial automatic filling of the passport on the portal data since the last period.

The Ekstrim group is a participant of the working group, the created Ministry of Telecom and Mass Communications of the Russian Federation, on creation by the State information system of housing and communal services (further – GIS of housing and public utilities). Now in pursuance of requirements of the Federal law of 7/21/2014 No. 209-FZ "About State the information system of housing and communal services" conducts work on integration of the Elpas platform with GIS of housing and public utilities which will allow to solve a problem of providing data in GIS of housing and public utilities, as a result need of the separate solution will be absent.

2. Module "Overhaul"

Logical structure of the module "Overhaul"

The module "Overhaul" is intended for automation of activities of the regional operator for management of carrying out major repairs according to requirements of the Federal law of 12/25/2012 N 271-FZ.

2.1 Regional Program component

According to the current legislation, at least 1 time a year updating of the regional program of an overhaul should be carried out and also once a year short-term plans of program implementation should affirm. When updating the regional program relevant data of monitoring of technical condition of the apartment houses collected using the module "Electronic Passport" can be used (collecting of passports according to order of the Government of the Russian Federation No. 1468).

The Regional Program component is intended for the solution of the following tasks:

• Drawing up and updating of the regional program.
• Drawing up short-term plans of program implementation.
• Accounting of measures of the state and municipal support.

Functionality

The Regional Program component supports the following basic functions:

• Import of the existing regional program in Elpas, updating of the regional program for again arriving information.
• Input of the predicted percent of non-payments, coefficients of inflation, volumes of the state and municipal support next years.
• Calculation of the required sizes of contributions at different options of volumes of the arriving state and municipal support.
• Accounting of the arriving means of the state and municipal support, accounting of possible programs of financing of an overhaul.
• Drawing up short-term plans of implementation of the regional program for municipal entities, refining of the performed works, the choice of programs of financing, input of terms of carrying out repairs.

The Regional Program component works directly with the module "Electronic Passport" regarding data processing about technical condition of houses.

2.2 "Billing of Contributions to an Overhaul" component

According to the current legislation (Article 169 of the Housing code of the Russian Federation), owners of premises should pay monthly fees on an overhaul. In case of formation of fund on the account of operator or on the special account under control of the operator, receipt of contributions the regional operator is obliged to charge and administer.

The "Billing of Contributions to an Overhaul" component is intended for the solution of the following tasks:

• Charge of payments for an overhaul.
• Accounting of cash receipts on account of contributions.

Functionality

The "Billing of Contributions to an Overhaul" component is intended for charge of payments for an overhaul, printing and distribution of receipts, accounting of revenues to the account of regional operator and special accounts under managements of the regional operator, carrying out financial accounting.

The "Billing of Contributions to an Overhaul" component supports the following basic functions:

• Charge and recalculation of payments for an overhaul, charge of a penalty fee and penalties.
• Formation of receipts, delivery of receipts to owners.
• Accounting of means by personal accounts of owners, accounting of receipts, delivery of revenues to personal accounts.
• Search of debtors, accounting of judicial claims activities with debtors.
• Summary financial accounting on the account of regional operator (including by houses), on special accounts under control of the regional operator.
• Acceptance and money transfer at change of a method of formation of fund of an overhaul.
• Return of means at recognition of the house abnormal, at withdrawal of lands for municipal and state needs, in other stipulated by the legislation cases.

The "Billing of Contributions to an Overhaul" component works directly with the module "Electronic Passport" regarding data processing about houses and personal accounts.

2.3 Accounting of Works component

The regional operator performs functions of the technical customer of works on an overhaul (except cases of delegation of these functions to local government authorities or municipal budgetary institution).

Within execution of functions of the technical customer the Accounting of Works component allows the regional operator to solve the following problems:

• Formation of technical specifications.
• Choice of contractors.
• Quality control and acceptance of works.
• Payment of the performed works.

Functionality

The Accounting of Works component is intended for the organization of carrying out work with compliance with the short-term plan of program implementation, the organization of purchases using the module "Electronic marketplace", accounting of execution of works, the organization and accounting of payment for work.

The Accounting of Works component allows the greatest variability of requirements from the Customer and requires approval of details of functioning. Accounting of works can be carried out with different extent of detailing, functions on accounting of works can be distributed variously between regional executive authorities, local government authorities, contract organizations and management companies.

Basic functions of the Accounting of Works component:

• Accounting of transfer of offers on carrying out repair to owners, accounting of results of general meetings on consideration of these offers.
• Formation of purchases on the basis of the short-term plan of program implementation of an overhaul, formation of technical specifications on the basis of templates.
• The publication of purchases using the module "Electronic marketplace", obtaining data on the signed contracts.
• Input and accounting of data on course of execution of contracts, about deviation from execution, about penalties, about judgments and other exclusive situations.
• Input and accounting of data on acceptance of the performed works.
• Formation of payment documents for payment for work from different financing sources according to the selected program, tracking of execution of payment documents.
• The publication of information for owners and other persons using the module "Portal of Disclosure of Information".

3. Module "State and Municipal Housing Supervision"

Logical structure of the module "State and Municipal Housing Supervision"

The module "State and Municipal Housing Supervision" is intended for automation of activity of employees of the state and municipal housing supervision according to requirements of Article 20 of the Housing code of the Russian Federation and the Federal law of December 26, 2008 No. 294-FZ regarding conducting scheduled and unscheduled inspections and also on licensing of activities for management of apartment houses.

3.1 "Conducting Scheduled and Unscheduled Inspections" component

Housing inspectorates are the bodies authorized to exercise the state and municipal housing supervision, i.e. the activity directed to warning, identification and suppression of violations by public authorities, local government authorities and also legal entities, individual entrepreneurs and citizens of the requirements set by the housing legislation.

The main instrument of carrying out housing supervision is conducting scheduled and unscheduled inspections according to requirements of the Federal law of December 26, 2008 No. 294-FZ.

The component of conducting scheduled and unscheduled inspections (further – the Check component) is intended for automation of this activity.

Users of Checks is staff of bodies of the state and municipal housing supervision.

Functionality

It is possible to refer to the main functionality of Checks:

• Scheduling of checks.
• Calls accounting and petitions from citizens and organizations.
• Purpose of unscheduled inspections on the basis of citizens' appeals, according to the order the management, on the basis of addresses from other bodies.
• Maintaining reference book of inspectors, purpose of checks to inspectors.
• Information display from electronic passports of apartment houses.
• Accounting of conducting checks, including formation on templates of the following documents:
  • Order (order) on conducting check.
  • Act of visual inspection.
  • the Act based on conducting check.
  • the Instruction about elimination of the revealed violations.
  • Protocol on administrative offense.
  • Resolution on administrative offense.
  • Idea of elimination of the reasons and conditions promoting commission of administrative offense.
  • Order (order) on check of execution of instructions.

• Control of procedural terms at appointment and conducting checks.
• Accounting of the representations issued by bodies of prosecutor's office.
• Formation of the summary reporting under the carried-out inspections.

3.2 "Licensing of Activity of Management Companies" component

On the basis of the Federal law of December 26, 2008 No. 294-FZ, bodies of the state housing supervision should perform activities for licensing and carrying out license control.

The component of licensing of activity of management companies (further – the Licensing component) is intended for automation of process of licensing of activities for management of apartment houses and to implementation of license control by bodies of the state housing supervision.

Users of Licensing are staff of bodies of the state housing supervision and members of the license commission.

The Licensing component contains the following functions:

• Maintaining the register of licenses of the territorial subject of the Russian Federation (including data on the addresses of apartment houses).
• Maintaining the register of the disqualified persons.
• Automation of activities for implementation of license control.
• Automation of activity of the license commission.
• Reporting.

4. Module "Subsidies for Payment of Housing and Communal Services"

Service model of the Elpas platform

The current legislation provides support of needy families in the form of providing subsidies for payment of premises and utilities. Families which have a share of own expenses of citizens on payment of premises and utilities in the total revenues of family in are exceeded by 22%, have the right to a subsidy (Article 159 of the Housing code of the Russian Federation). Rules of providing subsidies are approved by the Order of the Government of the Russian Federation of 12/14/2005 No. 761.

The module "Subsidies for Payment of Housing and Communal Services" (further – Subsidies) is intended for automation of activities of staff of authorized bodies for providing subsidies.

The module of the Subsidy provides accomplishment of the following functions:

• Database maintenance of receivers of a subsidy, control of the created data;
• Calculation and automatic recalculation of subsidies in case of change of parameters of providing subsidies (a living wage, the standard of cost, the maximum allowed share of expenses);
• Control of existence and remaining balance of budgetary appropriations on payment of subsidies;
• Acceptance the decision on providing or on failure in granting subsidies, suspension and the termination of providing subsidies;
• The automated suspension and the termination of providing subsidies in connection with change of the residence, change of family composition, existence of debt on payment of housing and communal services;
• Formation of printed forms of notifications for citizens and solutions, a mass press and mailing of documents;
• Automatic formation of payment documents and their unloading in financial bodies, banks, the delivery services;
• Automatic formation of reports of the set forms;
• Personal data protection according to requirements of the normative and regulating documents existing for personal data protection.

The module of the Subsidy provides:

• Interaction through SIEI in the automatic mode with executive authorities at which disposal the data necessary for purpose of subsidies (8 federal agencies, 12 types of data) are.
• Interaction with other executive authorities and the organizations at the level of the subject of the Russian Federation and municipality.
• Formation of the personal (legally significant) electronic case containing the scanned materials of personal case.

5. Module "Monetization of Social Benefits of Housing and Communal Services"

Service model of the Elpas platform

According to the current legislation (The Federal law of August 22, 2004 No. 122-FZ), the privileges provided to citizens in a natural form should be replaced with monetary compensations.

According to Article 160 of the Housing code of the Russian Federation to separate categories of citizens in an order and on conditions which are set by federal laws laws of territorial subjects of the Russian Federation and regulatory legal acts of local government authorities provide compensations for expenses on payment of premises and utilities at the expense of means of the corresponding budgets.

The module Monetization provides accomplishment of the following functions:

• Personal data storage about the citizens having the right to measures of social support in the volume sufficient for implementation of payments of money.
• Formation of electronic archive of the personal affairs containing the scanned case papers.
• Accomplishment of functions of authorized body:
  • Making decision on appointment or failure in purpose of compensations for expenses,
  • Making decision on suspension or termination of payment of compensations for expenses,
  • Making decision on recalculation of payment of compensations for expenses

• Interaction with the organizations charging a payment for premises and utilities.
• The organization of payment process of compensations to successors of the died receivers of compensations for expenses.
• Formation and maintaining uniform reference book of data on improvement of premises.
• Formation of printed forms, notifications for citizens and solutions, a mass press and mailing of documents;
• Automatic formation of payment documents and their unloading in financial bodies, banks, the delivery services;
• Automatic formation of reports of the set forms;
• Personal data protection according to requirements of the normative and regulating documents existing for personal data protection.

6. Module "Portal of Disclosure of Information"

The module "Portal of Disclosure of Information" is intended for the publication in the type of information, convenient for owners, about an overhaul provided by Section IX of the LDC Russian Federation. The regional program, the short-term plan of program implementation, data on the ordered and performed works is among like that information.

Also the module "Portal of Disclosure of Information" can be used for disclosure of information on software of the Russian Federation No. 731, for creation of a personal account of the owner of premises, for the publication of any other information on the organizations in the field of housing and public utilities and about apartment houses.

The data which are contained in the module "Electronic Passport" are data source for the module "Portal of Disclosure of Information", at the same time data are available to the unlimited group of people. The main consumers of information are the owners of premises in apartment houses browsing information on the house, on the management company and the resource supplying organizations.

Information on the portal is provided in an easily readable view with use of infographics and cartographic services. The portal supports the following basic functions:

• Viewing the register of the management and resource supplying companies, search in the register in different details.
• Viewing a card of the organization - general information and the list of the serviced houses. The serviced houses can display both in a tabular style, and on the card.
• Search of the house in the address or its part. The portal will display the houses found by the short and complete name of the street with transfer of address elements in any order.
• Search of the house in other characteristics – on inclusion in the regional program of an overhaul and the short-term plan of program implementation, on characteristics and degree of wear of structural elements and the engineering systems, upon carrying out repair, etc.
• Search of the house on the card.
• Display of a card of the house in a text and graphic form. When clicking the corresponding structural element on a graphic form of the house data on this element and plans for its repair will be displayed.

7. Module "Electronic marketplace"

After the approval of the short-term plan of implementation of the regional program of an overhaul before the regional operator there is a problem of the choice of contract organizations for execution of works on an overhaul.

For ensuring open competitive selection of contract organizations it is offered to organize holding trade procurement procedures on the Internet on electronic marketplace.

The module "Electronic marketplace" (further – ETP) is intended for the choice of contract organizations for execution of works on an overhaul by holding trade procurement procedures on the Internet, including electronic auctions. The ETP at the moment supports different methods of procurement – including according to 94-FZ, 44-FZ and 223-FZ.

The ETP interacts with the module "Overhaul": data on purchases which should be made by the short-term plan of implementation of the regional program are unloaded from the module "Overhaul" and loaded into ETP. Data on the signed contracts and their execution are unloaded from ETP in the module "Overhaul".

The ETP supports the following basic functions:

• Carrying out purchases in different forms – requests for proposals and quotations, tender, an auction (including electronically), purchase at the only supplier, the preliminary selection and other methods provided by the current legislation.
• Registration of bidders. At registration the admissions of SRO can be requested.
• Order taking for participation, consideration of requests by the customer.
• Holding electronic auctions.
• Automatic formation of protocols on purchase execution results, the publication of information messages about purchase execution results.

The module "Electronic marketplace" is in full implemented and ready to implementation at the moment. At the same time full-scale implementation of the module "Electronic marketplace" perhaps only after implementation of the modules "Electronic Passport" and "Overhaul" which are a source of notifications on tendering and is processed by their results.

At the first stage also processing of their results is possible manual registration of notifications on tendering in ETP.

The ETP is implemented in the different organizations now, including in the Administration of Saint Petersburg, in the Government of Sverdlovsk region, JSC Rostelecom and FGUP Russian Post.
