2017: System implementation of management of finance - the first stage

In September, 2017 announced Parus Corporations end in aviation corporation "Rubin" of the first stage of creation of the automated control system for finance of the enterprise on the platform Parus. The software product provides operational management of payments, formation of BDDS on the enterprise in general and to each of 20 centers of financial accounting (CFA).

Project Tasks

The project is initiated by the management of corporation in connection with active inclusion of JSC Rubin in import substitution policy implementation, expansion of the range of products, formation of new cooperation communications that demanded to expand significantly structure of BDDS, to pass to formation of a profitable and account part on the basis of diagrams of financing and payments and also to increase quality of work with receivables. Implementation of the IT tool on management of finance allowed to solve these problems.

Implementation Results

According to the results of the first stage were automated:

  • processes of structure formation of the budget for each TsFU as a part of uniform structure of the budget of the enterprise; * scheduling according to each budget item;
  • accounting of receivables and formation of the plan of its repayment.

The schedule of repayment of receivables as well as the schedule of cash receipt, form it is detailed — by partners and agreements. BDDS is provided with breakdown by TsFU pozakazno, expense plans on purchase of significant nomenclature positions — ponomenklaturno. Average quantity of lines of monthly BDDS — 400. At the same time the document forms in 10 minutes.

Software provides reflection of the actual execution of BDDS. The overdue receivables are automatically transferred to the cash receipt plan of the predicted period that reduces quantity of the errors arising earlier under the influence of a human factor. A system performs check of compliance of planned payments to the limits set in respect of BDDS, thus the financial service controls execution of budgets.

In recent years requirements to accounting treatment for cash flow as regarding advancing of participants of corporation at accomplishment of GOZ, and for the purpose of fulfillment of requirements of law No. 275-FZ became tougher. At the same time changes of the regulatory base happened against the background of considerable expansion of production in JSC Rubin: products production volume in three years at us grew more than by 100%. We understood need of significant increase in efficiency of organizational interaction between services of the enterprise and partners, attraction of additional current assets, increases in payment discipline. Therefore the decision to implement the automated control system for finance was made. It allowed to be limited at multiple increase in production volume to increase in stocks and receivables for only 20% and 5% respectively. In scales of all enterprise economy as a result of implementation of the IT project made about hundred million rubles — the Deputy General Manager for Economics and to finance of JSC Rubin Pavel Abakumov commented on results of the first stage of the project.

May 18, 2015. "The Parus corporation announced system implementation of control of the tool based on software "Parus — Enterprise 8" in JSC Aviation Corporation Rubin.

Choosing a Solution

The importance of processes of management of the tool for JSC Rubin is defined by a high share of costs for machining as a part of product cost. In recent years expenses of the enterprise on acquisition and service of the tool seriously increase that, in particular, is connected with upgrade of the machine park. With respect thereto the management made the decision on implementation of the IT project for the solution of a complex of tasks. First, it is necessary to provide transparency of maintaining requests of divisions for the tool and the equipment, to formalize payment process of purchasing requests of the tool and to include it in a budgeting system. Secondly, to adjust detailed accounting of the tool and equipment in operation, up to accounting on storage locations in instrumental and distributing storerooms and in places of use (to machines, employees). Besides, it is required to increase control and controllability the tool and the equipment, subject to periodic checking.

Project Progress

At the first stage of the project in an information system purchase management was implemented. As a result time for planning, approval and accounting of execution of requests was significantly reduced. All history of support of the request is traced in the single interface of the user using separation of access rights to information and actions in a system. Automated management of budget limits on purchase of the tool and equipment that provided possibilities of planning of payment on terms and the amounts by supplier accounts, tracking of execution of limits taking into account accumulative use of a limit, the detailed status monitoring of the actual payment on accounts.

At the second stage there was an automated management of production and repair of the tool and equipment. Thanks to it divisions customers in real time can control execution of requests by services of preparation of production and workshop of production of the equipment at all stages of its passing with a possibility of preserving of accompanying electronic documents for the purpose of creation of full-fledged archive of technical documentation with tracking of all changes, representatives of the company integrator reported TAdviser.

Within the current stage of the project reengineering and the subsequent automation of accounting of the tool in production divisions will be performed. As a result the enterprise will receive the convenient instrument of optimization of stocks, control of all business processes of management of the tool and the equipment in production and increases in responsibility for their safety.

Development Plans

In further plans of JSC Rubin – development of a management system for preparation of production by implementation of project management on mastering of production of new products and also creation of a control system of performing discipline based on electronic document management using solutions "Parus Corporations.
