The reserve DPC of the Russian Railway in Yekaterinburg - is focused on support of smooth operation of management information complexes of the Russian Railway from Sakhalin to Nizhny Novgorod.

2016: The equipment was not enough almost for a third of one billion

On June 30, 2016 it became known of the following attempt of the Russian Railway to keep within the terms stated earlier postponement for three years (till December 31, 2016) constructions of the reserve DPC in Yekaterinburg. According to data on the held tender, delivery to an object of ancillary equipment in the amount more than 300 million rubles will be carried out by the customer until the end of November, 2016^[1].

The Russian Railway took additional actions for project completion of construction of reserve DPC in Yekaterinburg and selected for this purpose 363.4 million rubles for delivery of the ancillary (not server) equipment.

Capital construction of a reserve data processing center in Yekaterinburg there began the Transbaltstroy LLC company. Works on an object are begun in 2011.

• For 2011 Transbaltstroy LLC on this object performed works on a zero cycle and began construction of a monolithic framework of the building.
• For 2012 Transbaltstroy LLC finished construction of a monolithic framework of the building, started installation of a facade, mounting works of the engineering systems necessary for life support of an object.
• For 2013 Transbaltstroy LLC finished installation of a facade,^[2] continued mounting works of the engineering systems necessary for life support of an object].

The state customer announced purchase in a format of an open electronic auction on June 29, 2016. Biddings are planned for August 4, 2016. Delivery of goods should come to the end no later than November 30, 2016. Planned commissioning of the object it was planned for the end of 2013. For July, 2016 the customer assumes to complete the construction till December 31, 2016. Does not specify the reason of postponement of the Russian Railway. In 2011 in the Russian Railway declared - the Ekaterinburg reserve DPC will become the first project from three similar. However, for July, 2016 reliable available information on the portal of the company, the website of state procurements about construction of other reserve DPCs, purchases for them does not have the equipment. Follows from the nomenclature of the delivery given on the website of state procurements that the Russian Railway intends to purchase:

• 23 multitouch annunciators,
• nine cabinets of control of different type for management and switching of distribution networks,
• four types of buslines,
• diesel generator set,
• three uninterruptible power supply units,
• two refrigerators with the built-in heat exchanger of free cooling.

Also are required:

• 78 precision conditioners,
• auxiliary materials for a conditioning system,
• cables of detection of leakages,
• master clocks with the amplifier of impulses
• 162 point self-established clockwork of the different size,
• digital liquid crystal 6-segment watch,
• receiver of signals of the exact time GLONASS/GPS,
• radio rack for the line of network of wire broadcasting,
• the subscriber transformer with lightning protection
• and so forth.

Earlier in the Russian Railway announced investment of data center in Yekaterinburg with the status of an interregional object: it should ensure smooth operation of management information complexes of the Russian Railway from Sakhalin to Nizhny Novgorod, increasing quality of management of transportations, traffic safety of loads and passengers. In the main building placement of three two-level machine halls, administration and technology rooms is planned. Is planned to construct two unit housings of the engineering systems. Total area of a complex of constructions ~ 8.63 thousand m ². During 2015-2016 it was going to perform works on commissioning of the engineering equipment of machine halls, conditioning systems and ventilation guaranteed of regular power supply, local computer networks of administration rooms and machine halls, the systems of automatic equipment, scheduling, video surveillance, access control, the security fire warning, direct current generators, etc. During this time frame it is planned to put into operation a junction point to a backbone network of data transmission of the Russian Railway. The total cost of construction of reserve DPC of the Russian Railway, according to materials of regional media, approached 16.4 billion rubles. In 2015 the press service of the company declared the amount four times to smaller - 4 billion (excluding VAT). From messages on the website of the Russian Railway it is known of the selected budget for 2011 - 300 million rubles, in 2012 — 1 billion rubles. In 2015, within the auction on delivery to DPC of the equipment, the Russian Railway bought for an object frequency transformers, sensors, cabinets of automatic equipment and switching, buslines, rechargeable batteries, distribution frames and other for 329.8 million rubles. In the nomenclature of delivery frequent parameter - the company name of Siemens. In April-June, 2016 the Russian Railway from the second attempt (the first was interrupted having cancelled the tender) selected the contractor for installation and construction works on an object for 224.4 million rubles. In June, 2016 the Russian Railway selected one more contractor for delivery of power electric equipment of DPC - Transbaryer M LLC which asked 216 million rubles for the services.

2015: Construction of reserve DPC

On May 25, 2015 it became known of the project of construction of reserve DPC of the Russian Railway in Yekaterinburg. The customer - the Russian Railway, the contractor Russian Railway DPC Rzhdstroy Rezervny company^[3].

According to plans, it was going to put an object in operation at the end of 2013. For May 25, 2015 it is known of statements of the press service of the customer in media concerning terms - it is supposed to complete the construction in 2016.

The reasons of postponement of construction in the Russian Railway do not specify.

The project began in 2011. The official curator - Russian Railway branch — "The Sverdlovsk railroad". Stated purpose of creation of reserve DPC — reliability assurance and smooth operation of computer systems of the company with necessary development of a trunk segment of its data network.

The Ekaterinburg data center will have the status of an interregional object and will ensure smooth operation of management information complexes of the Russian Railway from Sakhalin to Nizhny Novgorod that, according to statements of the customer, will increase the level of management of transportations, traffic safety of loads and passengers.

• the guaranteed, regular power supply,
• local computer networks of administration rooms and machine halls,

  • video surveillances,
  • access control,
  • fire security alarm,

• direct current generators, etc.

For this period it is planned to put into operation a junction point to a backbone network of data transmission of the Russian Railway.

The project provides application of the concept of the intellectual building with a possibility of monitoring and management of the engineering systems of DPC.

It agrees the statement of the press service of the company, in the prices of 2011 the estimated cost of the first stage of construction of the building of reserve DPC was 3.53 billion rubles (excluding VAT). Taking into account level variation of the prices, project cost is 4 billion rubles (excluding VAT). Message archives on the website of the company demonstrate that in 2011 300 million rub, in 2012 - 1 billion rubles are selected for the project.

For May 25, 2015 the company collects requests within the open electronic auction for delivery to DPC of the equipment, the starting price of 280.9 million rubles. The winner should deliver on an object:

• frequency transformers,
• sensors,
• cabinets of automatic equipment and switching,
• buslines,
• rechargeable batteries,
• distribution frames and so forth.

Tendering is planned for June 16, 2015.

In 2011 the Russian Railway stated: the Ekaterinburg reserve DPC - the first project from three planned.
