In Moscow area the public and private portal of electronic diaries is started

Information systems for the benefit of the state can be created without budget costs. Some of the first such model is applied in the Government of the Moscow region which selected Rostelecom the system developer of accounting of educational achievements of school students. The Дневник.ру company acted as subcontractor of the project. Having created a system for own money, partners will provide to users of a system commercial services and thus will try to return investments and to earn profit.

Start of the portal

On September 2 Rostelecom and "Дневник.ру" announced start of "The school portal" of the Moscow region to the address school.mosreg.ru.

"The school portal" will allow teachers to get rid of a load of paper work, will provide processing of all statistical and analytical data and also communication of all participants of educational process at qualitatively new level, said in the statement of developers.

The First Deputy Minister of Education of the Moscow region Alexey Anopchenko expressed joy on the fact that Rostelecom "managed to begin project implementation in the shortest possible time", but noted that "it is necessary to make a lot".

According to the CEO of "Дневник.ру" Gabriel Levi, creation of a single system of electronic diaries in Moscow area – "is essential a contribution to informatization of formation of the whole country". He is sure that the selected format of cooperation of the state and business completely was repaid.

As reported TAdviser in "Дневник.ру", on the portal by the time of its start were all 1372 schools of the Moscow region are registered.

"Accesses are created for all schools of the region. Upon, since September 1 there began work with a system more than 50% of users", - the representative of the company noted.

The developer calculates that by the end of 2015 85% of schools of the Moscow region, and in 2016 - 100% will use the portal. It, according to the representative of "Дневник.ру", will mean that any school of the region will not use alternative services - "actually, and was planned in the concept of the Ministry of Education initially".

The choice of the contractor on the ChGP models and terms of the contract

Tender

In June, 2015 Rostelecom won tender on the right of the conclusion of the investment agreement on creation of the unified information system of accounting and monitoring of educational achievements of school students of the Moscow region which the regional Ministry of Education held^[1].

Feature of a system is that it will be created not for budgetary funds, and for own money of Rostelecom (57.2 million rubles, according to its request).

The government of Moscow area will undertake the obligation to provide own server capacities, a storage system, the system-wide software and the system of virtualization which cost is estimated at 25 million rubles^[2]).

The operator will try to return investments through commercial services which will be able to provide based on the created system. According to the request of Rostelecom, the project should pay off in 2 years and 8 months.

Right after input in commercial operation a system will belong to the Moscow region, but the operator will be able to earn from providing additional services for 7 years (cm more detailed about tender conditions in documentation).

A supporter of a form of public and private partnership during creation of information systems is the Moscow region minister of information technologies Maksut Shadayev.

"The market of budget financing is overheated, - he said in the spring of 2015 in an interview of CNews^[3]. - So much money came to the industry for the last 5–6 years from the budget, but quality of their expenditure very low. We consider that the investor who is interested in receiving the end result which should be tied to quality of system operation, will be always interested in making a qualitative product. The investor who will understand that he needs to return the investments and for this purpose to provide commercial services, will constantly have to think over that his system was the leader - more demanded, more convenient. Motivation another".

Work in Moscow area Shadayev, by own recognition, came with understanding that the century of a setup of budget money in IT comes to an end: "The reasons both in crisis, and in the fact that results in the separate moments do not correspond to the volume of the spent means. Therefore initially there was other logic. Let the investor build, and we will create him all conditions. He will keep thinking at the same time how to return the spent money, not to sleep at the nights, to finger us, to go to the governor, to say: "I invested so much money in your history, and this official brakes everything. Let's it dismiss".

Basic (free) functionality of a system

Teachers using the created system will be able to keep magazines and diaries, to issue and control homeworks, to put down to pupils marks. Parents will get an information access about progress and attendance of children.

Maksut Shadayev considers that the model of public and private partnership allows to motivate the investor one creation more better than solutions

To directors and directors of studies a system will allow to automate work with curricula, to create lesson schedules. Officials will be able to compare progress at schools, to monitor processes of certification of teachers and transitions of children of some schools in others.

Besides, a system should automate access for teachers and school students to free electronic educational resources of the main disciplines and also to provide the interface for work with external applications (commercial services and paid electronic educational resources).

According to the First Deputy Minister of Education of the Moscow region Alexey Anopchenko, officials tried to provide needs of all participants of an education system of the region: "it and decrease in load of pedagogical personnel, and reduction of time for preparation at schools of statistical reporting, and building of a single system of monitoring of quality of training in the region".

Commercial services

Rostelecom will acquire the right to earn from mailing of paid SMS and advertizing ("about the educational equipment / goods/services for the organization of educational process", it is specified in the tender documentation).

"We consider the electronic diary as very perspective project profitable both for the investor, and for the region, - Maksut Shadayev told TAdviser. - The investor perfectly understands that in the Moscow region such number of pupils and schools that the portal which will be used for access for school students and their parents to information on attendance the received estimates and to homeworks will have very serious traffic, correctly segmented and focal audience. This audience is very well monetized, parents are ready to pay money for additional training, to look for and take tutors, to pay for online courses, electronic textbooks, to buy on the Internet school supplies and many other things. The Moscow region, in turn, could expose tough and the most profitable to the region and its inhabitants selection criteria of the investor which protect its interests".

Revenue of Rostelecom for the entire period (7 years) should not exceed 80 million rubles. If upon revenue is higher, then before project completion date the received difference will be distributed between the operator and the budget of the Moscow region in equal shares quarterly.

Rostelecom reported TAdviser that declared 51 commercial services on tender (see the complete list).

"Access to services of SMS informing on attendance of children and their estimates, about the school schedule and its changes, payment services of different educational services, a power supply, protection will be provided to residents of the Moscow region on a paid basis. Services in search of tutors in categories and individual parameters, services of preparation for the USE and SFE and also different analytical services which will allow to estimate to parents progress of their child in comparison with other pupils, at different time frames and in specific objects will be provided. As paid service mobile application as the tool for access to services of a system is also offered".

Stages of creation of a system

By June 11, 2015 Rostelecom had to start trial operation of the first subsystems which are responsible for accounting of achievements of school students.

No later than July 11, 2015 the public portal and also subsystems of interaction of external applications and services, information output on portals of state services and use of electronic educational resources had to be started.

In the pilot mode a system was going to start by September 1, 2015, and in industrial - until the end of 2015.

Other participants of tender

In addition to Rostelecom the IRTeh company, the system developer of management of formation of NetSchool and some other products came to tender.

According to the protocol of consideration of requests, the points "IRTeh" were higher by criteria a project payback period (2 years) and a goodwill of the company. Rostelecom was ahead of the competitor due to the criteria concerning experience and paid services.

Rostelecom offered bigger investment volume – 57,179,414 rubles against 53,809,000, offered Irtekh, reported TAdviser in the Moscow region ministry of information technologies. The request of Rostelecom, according to officials, was better worked out both on formal, and by qualitative criteria, "especially regarding financial model of project implementation".

"The methodology of project management, the scheme of interaction of participants when implementing commercial services are in addition given in the request. So, JSC Rostelecom stated on tender 51 commercial services, against 10 services of Irtekh Ltd. As a result of consideration and assessment of requests of the best there was a request of JSC Rostelecom, having gained 88.14 points. The request of Irtekh Ltd got 85.2 points", - specified in the Ministry of Information Technologies and Communications of the Moscow region.

In the interview mentioned above Maksut Shadayev said that in tender participation of "Дневник.ру" was also expected, but this company, according to the protocol, did not submit the application. "We did not begin to participate in the tender directly as investments in the amount of 53 million rubles for this purpose were required", - the representative of "Дневник.ру" Anna Rudaya explains.

The interlocutor of TAdviser familiar with parts of the request of Rostelecom claimed that "Дневник.ру" will act as subcontractor of the operator. Diary said that the subcontractor is not selected yet. Rostelecom did not disclose information on subcontractor.

Discontent of market participants

In August, 2015 the developer of service of the school electronic diaries "Elzhur" complained of actions of Moscow area authorities for implementation of a single system of electronic diaries and magazines -^[4]. More than 270 Moscow region schools used its services for that time frame.

The company addressed to Office of the Federal Antimonopoly Service (FAS) in the Moscow region and regional prosecutor's office with a request to check legality of actions of the Moscow region Ministry of Education. According to the CEO of Vebmost Denis Kuznetsov, Rostelecom with assistance of the Ministry of Education violates the antitrust law, the rights of the educational organizations of area and economic entities.

"The above-stated subjects perform actions, forcing schools to refuse the information systems selected by them for accounting of progress and to use the system implemented Rostelecom within the investment agreement", - it was said in the text of the appeal to management of FAS and prosecutor's office of the Moscow region.

The Moscow region Ministry of Education and Science said that the system of Rostelecom fully meets the requirements of the federal legislation regarding providing information on the current progress of pupils.

At the same time "schools can use the electronic journals and diaries which are earlier selected by them, but in this case responsibility for observance of all requirements of the legislation lays down on the management of school", zaklachit in the ministry.
