Celecom completed billing system implementation

On June 8, 2015 the FORS Telecom company announced project completion of creation of a uniform automated billing system by request of Celecom Group on the Fastcom 12 platform.

Project Tasks

Up to the beginning of the project, Celecom for calculations used the self-produced systems and not the scalable, outdated systems of third-party suppliers. Within the strategy implementation assuming increase in a subscriber base of Celecom Group both due to acquisition of profile assets, and due to organic growth, the need for use of an industrial class by industrial ASR with scaling options was designated. The platform meeting high requirements to reliability, fault tolerance and predictability of processes of tariffing and drawing of accounts was required.

A choice was made for benefit of development of Fastcom 12.

Project Progress

Complexity of the project, according to specialists of the contractor - in a big share of the rated telephone traffic in the company, numerous individual tariff plans for a B2B-segment, need of accounting of different agreement types within interoperator interaction.

Implementation in Celecom - the first experience of use of software Fastcom 12, unrolled on DBMS Oracle in the Oracle Standard Edition configuration that significantly reduced project cost. Performance and functionality of a system are saved.

In parallel with implementation of billing on Fastcom 12, are automated:

• end-to-end sales processes,
• connections of services;
• service and technical support.

Integration of the Fastcom 12 platform with other information resources provided seamless data exchange about clients, agreements, services, accounts and technical resources that considerably reduced time of service order handling of clients and that increased service quality.

Project Results

In IT structure of Celecom company system modules are implemented:

• settlings with subscribers for telephone services

• calculations for data services and Internet access

• agreement settlements of accession of networks of telephone communication

• technical accounting of network

• intellectual routing of calls using the RADIUS protocol.

The basic functionality of Fastcom 12 is complemented with the module of intellectual routing intended for the automatic choice of an optimal route of passing of telephone calls. The effect is expected from use of the routing optimized by criteria of price/quality.

The efficiency of error handling and speed of calculations increased repeatedly. So, we received the reliable, flexible and convenient tool for control and management of revenues. Our expectations were completely met", - Nikolay Chekin, the operating officer of Celecom company noted.

The project was executed within nine months.
