Energy Sales Company of Bashkortostan LLC which is a part of JSC RusHydro includes 9 interdistrict departments, 61 sections which are created by the principle of interaction with the network organizations. At the end of 2014 the customer base of Society made 1,351,340 consumers, 1,302,906 – residential consumers (8.8% of the electric power) and 48,434 legal entities (91.2% of consumption). The company is the Guaranteeing supplier on implementation of electrical energy for end consumers in the territory of the Republic of Bashkortostan.
Until now in the sales companies of RusHydro there was no unified information system – so it developed historically that each power supply company resolved this issue individually, – the head of the department of development of power sales technologies of ESK RusHydro Alexander Filatov tells, – it created difficulties in the course of work. Besides the used programs not fully conformed to the become tougher requirements to the information systems providing the main business processes of the company. It was decided to optimize an automated billing system and to create the new software which will replace a set of the local systems of billing in structure of managed companies of JSC ESK RusHydro for all guaranteeing suppliers.
Requirements of the legislation to the level of customer service became the catalyst for the Russian energy companies in the field of work with consumers of the electric power. Increase in quality requirements of service pushed the companies to build processes, displacing focus from relationship with the client to the client. The client should become not just in the line in the agreement, and a key figure.
"Significant evolutionary changes are coming the software in the power industry. We faced it, implementing CRM in customer service centers of the energy companies. Different approach to data structure creates a number of technical issues and just a lack of data on the consumer at integration with billing systems. In our case of ESKB LLC made strategic decision, the main difference of a new system consists in architecture of data", - Marat Sharafetdinov, the project manager from ICL-KPO of AF comments.
In order that implementation process of customer-oriented strategy took place most effectively, the company management of ESKB LLC made the decision on implementation of a new end-to-end system of billing.
Main objectives of the project on implementing solution became:
- increase in efficiency of the Company due to unification and business process automation of sales activity and simplification of procedures of data transmission between divisions of the Company;
- ensuring transparency of activity of the Company for the management, investors and for the company in general;
- quality improvement and reliability of power supply of consumers;
- consumer service quality improvement.
The effects expected from the project were directed first of all to increase in convenience of clients of ESKB LLC. It was supposed that providing and improvement of additional channels of service and alternative payment methods will allow to achieve it. Besides, in the project integration with 13 adjacent systems was put.
Project Progress
The choice of the solution took place by an open tender according to the policy of the Company. To partners high requirements were imposed: experience of implementation of similar projects (or separate components of the project) for the last three years, existence in staff of the contractor of the certified project management, system engineering, data protection, product Microsoft Dynamics AH specialists.
The optimal combination of the price and quality of the rendered services offered ICL-KPO of AF and also depth of examination and professionalism of specialists of a command, led the management of Energy Sales Company of Bashkortostan LLC to the final choice.
Project Results
For the solution of all objects set by company management, specialists of ICL company created the information management system sale of the electric power on the basis of the uniform integrated database.
The solution was successfully integrated with 13 adjacent systems:
- The system of payment acceptance from credit institutions;
- The system of interaction with the network enterprises;
- Mobil+ system (work with SMS messages);
- MoBill.CallCenter system;
- LKK;
- SD – Energy;
- Mailing of accounts on e / to the Emailsender mail;
- The system of interaction with the Republican center of social support of the population;
- SNRG system;
- Data exchange on social norms
- Archive of accounts notifications;
- Administrations of municipal entities.
- Acceptance of testimonies of subscribers via mobile phones by means of USSD requests.
Specialists of ICL company made full automation of business sales processes of the electric power. The product included the mechanism of correlation of electricity consumption, charge and the received payment with tracking and accounting of mismatch between them. Mechanisms of creation of automatic notifications about the coming events, for example, according to contractual commitments, reporting terms were provided in a system
Minimization of time of decision making in production processes of ESKB LLC, increase in adequacy of the made decisions is provided using means of fast creation of reports and selections and also implementation of an analytical subsystem for a possibility of analytical data processing is planned.
The exception of probability of commission of errors and influence of a human factor on system operation was provided thanks to a possibility of determination and restriction of powers and the rights of each user.
The solution on business process automation of sale of the electric power is created based on the Microsoft Dynamics AX2012 platform.
In a project deliverable the centralized automated system of accounting of implementation of electrical energy was developed, tested and prepared for replication in 70 sections of the sales company of Bashkortostan. Specialists of ICL company implemented the project on implementation in the shortest possible time in spite of the fact that the customer made to the contractor very high demands to future information product. This solution could help to change the concept of activity of ESKB, having made a center link of the client. The new software package allows to use the single database of consumers of the electric power for all guaranteeing suppliers. In practice, clients are serviced in any office of the region, convenient for them, and at the wrong door registrations as it occurred earlier. A system automatically controls the level of receivables of consumers, creates notifications about a debt for the electric power and also has the mass of other advantages.
A new system
is spoken well also that it does transparent all current processes of activity of power sale and also supports full-fledged and multifunction uniform base of consumers, – Alexander Filatov emphasized.
System implementation provided increase in efficiency and quality of work with subscribers, decrease in labor costs and cost reduction on management and also gain of control over primary activity of the Company. The staff of departments of ESKB who masters its specifics now, note the high level of automation of all processes: diagrams, the request and the notification do not need to be filled out manually now as was before. A system created necessary conditions for increase in efficiency, a share of intellectual productive work and decrease in labor costs on routine transactions when conducting sales activity by the Company.
