ITs at the president of the Sakha Republic completed creation of GIS

On June 11, 2015 the JSC Neolant company announced the agreement on creation of a uniform geographic information system within an information and analytical system of the situational center of the head of the Sakha (Yakutia) Republic which includes modules of connection of autonomous geographic information systems. The customer - State budgetary institution of the Sakha (Yakutia) Republic "The national agency "Information Centre at the Head of the Sakha (Yakutia) Republic"^[1].

Project Tasks

The purpose of creation of the situational center - quality improvement, efficiency and efficiency of the made decisions in crisis (extraordinary) situations and in the activity connected with execution of the state functions in the field of strategic management by development of the region. The systems of information and analytical ensuring strategic management with social and economic development of the Republic are necessary for the solution of similar tasks.

One of basic structural components of the information and analytical system (IAS) of the situational center - a geographic information system (GIS STs), it provides:

• integration and the analysis of space and analytical data, the data of strategic and territorial planning created in the executive authorities (EA) and local government authorities (OMSU);
• preparation of the cartographic and complex analytical materials necessary for support of acceptance of management decisions by Republic management officials in the main directions of space development.

As a result of creation of GIS STs it is necessary to create instrumental mechanisms for:

• publications of space, analytical and semantic data from the external information resources which are in operation in OIV of the Sakha (Yakutia) Republic;
• creations and uses of the graphic information for formation of thematic cards and introduction of notes during the meetings;
• visualization of statuses of territorial objects by submission of diverse information in a binding to space data, including data (passports) of objects of monitoring;
• information representations about territorial objects in a binding to a time line.

In a work progress to experts of Neolant Group it is necessary not only to develop the software package GIS STs RS (Ya), but to fill it with data, connecting the available geoinformation resources of executive authorities of the Republic functioning on different GIS platforms (ArcGIS, the Panorama, GeoServer), creating new sources, using functionality of maintaining registers of space data of regional GIS of territorial planning of the Sakha (Yakutia) Republic (RGIS TP).

Sources of analytical data are information and analytical systems which the universal web service delivering data on indicators and their values will be built in. Within the GIS STs project the specification of web service which implementation in external IAS will allow to connect uniformly these systems both to GIS STs, and to other information systems will be developed.

For ensuring development of geospatial infrastructure of the Republic which is a source of information filling of GIS STs, Neolant it is necessary to develop draft documents:

• "Concept of development of infrastructure of space data of RS(Ya)";
• offers on making changes in the state program "Development of information society in the Sakha (Yakutia) Republic for 2012-2016" with selection of the subprogramme "Creation and development of infrastructure of space data of the Russian Federation in the territory of the Sakha (Yakutia) Republic";
• plan handout of the System project on creation of infrastructure of space data of RS(Ya).

The possibility of representation in Situational data center from external sources for universal specifications which will allow to connect these sources and to other information systems OIV of the Republic will become result of project implementation. So, for example, connection of the industry ministries to maintaining registers of space data in RGIS TP and data view from registers to the top officials of the Republic will allow to begin to resolve in practice an issue of automation of the accounting tasks following from regional powers and decision makings on their basis.

Project Results

On December 17, 2015 the Neolant company announced project completion of development and deployment of a uniform geographic information system of the situational center (EGIS STs) of the head of the Sakha (Yakutia) Republic.

Software package EGIS STs is developed on the software platform "RAKURS" and the open source PostrgeSQL. A project objective - to increase quality, efficiency and efficiency of the made decisions in crisis situations and in the activity connected with execution of the state functions in the field of strategic management by development of the region.

Representation of analytics and maintaining registers of space data in IAS Horizon, (2016)

Solving problems within the project, specialists of NEOLANT Group performed a complex of works:

• filling of EGIS STS:
  • based on IAS Horizon (the developer and the owner of JSC NEOLANT) registers of space data of health care (1523 objects), educations (1689 objects), social organizations (137 objects) of municipal level are created;
  • layers using the open source GeoServer and QuantumGIS for registers of space data are created and published;
  • also ESRI ArcGis Server RS (Ya) of the card Ministries of architecture and construction complex, the Ministry of conservation which are earlier created by request of authorities are published using the free software Department of hunting;
  • external public cartographic resources are connected;
  • values of the analytical indicators provided by authorities of RS (Ya) are loaded and their representation on the card is configured.

• Training in work with EGIS STS and open source GeoServer and QuantumGIS of employees:

Office of the Situational center of the Head of the Sakha (Yakutia) Republic;

• • State Budgetary Institution Centre strategicheskikh issledovany Respubliki Sakha (Yakutiya);
  • State Budgetary Institution Natsionalnoye Agentstvo.
  • Carrying out trial operation of EGIS STS and development of functionality.

• Project development of the regulating and organizational documents providing the subsequent operation of EGIS and development of infrastructure of space data:
  • concept of infrastructure of space data of RS (Ya);
  • the subprogramme of creation of IPD within the state program "Development of information society RS (Ya)";

regulations on the operator of EGIS and regulations of its vendor interaction of data.

Drafts of the concept and the subprogramme underwent all necessary approvals at the level of the ministries of the Sakha (Yakutia) Republic and are planned to acceptance in 2016.

As a result of the carried-out work in the Situational center of the Head of the Sakha (Yakutia) Republic the data arriving from the distributed sources – cartographic and analytical – are provided in a binding to a time line.

System implementation allowed to solve a problem of access to vector and analytical data to EGIS STS, in other industry geographic information systems of the ministries and organizations of the Republic.
